Advserse outcome of peace process will lead to disintegration : CM

JAMMU, Dec 30: Cautioning Centre against taking any hasty decision on Kashmir , Chief Minister Dr Farooq Abdullah today warned that any adverse outcome of present peace initiative on the vexed issue would lead to disintegration of the country.

Addressing inaugural session of the 83rd Indian Economic Association Conference of the Millennium, he said the Kashmir issue was a very sensitive one which should be dealt cautiously. "Kashmir is symbol of our secular democracy and any adverse decision on this emotional issue would further aggravate the situation all over the country", he warned and cited example of Bosonia and some other countries where thousands of innocent people have been killed in ethnic conflicts.

Dr Abdullah reiterated his earlier stand that conversion of Line of Control (LoC) into International Border (IB) was the only viable solution to the Kashmir embroglio. "Let they keep what they are holding and let them allow us to live in peace", he added.

Visibly emotional Chief Minister assured the delegates, who had come from different parts of the country to attend the conference, that Kashmir was integral part of the India and will remain crown of India despite repeated stupid mis-adventures by Pakistan. "I do admit that there are some black-sheeps but over-whelming majority of Kashmiris want to live with secular India", he said and added that seperatist leaders like Syed Ali Shah Geelani will die one day and seeds of seperation will bury with them.

"There is need to be worried about the utterances of Geelani and other separatist leaders who have been advocating the merger of Kashmir with Muslim Pakistan since 1947", he stated and asserted that no power on earth can secede Kashmir from India.

"Since partition, Pakistan has been repeatedly making attempts to snatch Kashmir from India due to its Muslim majority ", he said. "Had Islam been the binding force for all Muslims, Bangladesh would not have emerged on the political map of the world". The Chief Minister appreciated vision of his father late Sheikh Mohammed Abdullah who had preferred to join Gandhi’s secular India rather than Muslim Pakistan of Jinnah.

Launching a scathing attack on Pakistan for spreading terrorism in the State, Dr Abdullah lamented "we ourselves are also responsible for the prevailing situation". He criticised successive Central Governments for ignoring emotions of the people of this State.

"I admit that I have committed some mistakes but Delhi is also responsible for militancy in the State", he said. He regretted that "some bureaucrats sitting in the Air-Conditioned rooms at Delhi have been deciding future of the states without taking into consideration the aspirations and desires of the masses".

He stressed the need of implementing true federal structure to protect integration of the nation. "If Centre continues to strangulate the State it is difficult rather impossible to keep the country united", he said.

Expressing his anguish over vicious campaign launched by some elements regarding rampant corruption in the State, he challenged the Centre authorities to constitute a commission to enquire all corruption charges. "In a deep rooted conspiracy some vested interests have launched prevaricating campaign against my Government but they have maintained a criminal silence over corruption in other parts of the country", he said.

He admitted that it was difficult to totally eradicate corruption from the society. "Corruption is deep rooted in the civil society and out State is also part of the society", he said and claimed that his Government has made sincere efforts to contain this menace.

"When we assumed office both law and order and economic situations in the State were worst", he recalled. The Chief Minister regretted that despite hostility and odd conditions being faced by State, Centre has not been giving adequate help at this crucial juncture.

"On the one hand we have been facing proxy war imposed by Pakistan while on the other hand we have been facing non-cooperative attitude of Delhi", he said. He regretted that State became sandwich between Delhi and Pakistan.

Coming down heavily on NDA Government for not giving adequate funds for development and upliftment of the masses of this trouble torn State, Dr Abdullah, however, lavished praises on the then United Front Government for realising hardship of the people of the State.

Recounting the eposide when he assumed charge of Chief Minister on October 1996, Chief Minister said that the then Prime Minister, Mr H D Devgowda had assured that entire nation was behind him. "Now I want backing of the entire nation to come out of the prevailing situation", he said. He declared that he want to wipe tears of all inhabitants of this violence plagued State.

Addressing the same function, Governor Garish Chander Sexena said that globalisation was an un-escapable and un-avoidable trend and there was no need to be worried over on-going globalisation and liberalisation.

Saxena said that instead of getting hostile towards globalisation we have to find ways to emerge winner in the prevailing economic scenario in the world. "Instead of getting afraid of facing world market we should have to effectively compete the world market", he said, adding, "we have proved our credentials in the Information Technology sector where India has been counted as top among the world".

The Governor said that though some people have some reservations about globalisation and liberalisation but we have to rise to the scene as this trend was unavoidable. "Instead of pointing negative aspects of globalisation we have to face challenge with determination and confidence", he exhorted the economists.

In his keynote address, the chairman of the 11th finance commission, Prof A M Khusroo said he finds no argument in withholding sovereign guarantee for foreign investments. ‘I have spoken to the Prime Minister on this issue’, he added.

Prof Khusroo said that during his visits to the Valley alongwith several delegations, youngsters would always remind them about New Delhi’s ‘sky is the limit’ assertion on autonomy. He said the credibility of the nation is at stake if the promised autonomy is not granted.

Mr Khusroo gave a brief account of the themes to be discussed during the conference that include WTO and India, second generation of economic reforms, economics of child labour and crime, corruption and development. Second generation reforms, he said is a well-conceived conception compared to first generation reforms as far as poverty alleviation is concerned.

Referring to 11th finance commission recommendations, he said more weightage has been given on poverty alleviation. In absolute terms, each and every State has received more in comparison to previous commissions but in percentage terms, poor states have got more. He said the final recommendations of the commission would envisage more for the performing states.

In his address Vice-Chancellor of Jammu University, Prof R R Sharma said "ours is a time of fundamental change. Changes in our economy and policies, revolutionary manifestations and new technology and a whole host of contemporary forces, are shattering our old assumptions about our society".

"Liberalisation of market and economy restructuring which were initiated almost a decade ago, must be accompanied by well considered policies for poverty alleviation, improved nutrition, literacy and education, basic health, social security, gender equality, land rights, social democracy etc. The economic restructuring will have to be based on an integrated view of the process of economic expansion", he stated.

Prof Sharma regretted that inspite of many achievements, we have been lagging far behind in variety of critical areas. " Indian’s infra-structure is in disarray. Apparently, we have no financial resources to build more roads, railways, power stations, canals, bridges, air ports etc", he said and added that most of the Indian roads present a dim picture of decay for want of proper infrastructure. He further regretted that more than a half million villages which constitute the rural India have remained more or less unchanged and they lack the basic means to provide basic amenities.

Taking a cue from the thought provoking Republic Day address of the President, Mr K R Narayanan, Prof Sharma said that issues raised by the President merit serious attention by all including the economists. "The President of India reminded us that India harbours largest number of illiterates, poor people and children suffering from mal-nutrition and that more than half of the population of the country has no access to the drinking water", Prof Sharma said.

Prof G S Bhalla, Professor Emeritus, Jawahar Lal Nehru University presided over the inaugural function.

Prof. A M Khusro conferred presitigious Financial Express Award in favour of Dr I G Patel. This award comprising of a citiation and a cash award of Rs 50,000.

Thousands participate in Guru Purab procession

JAMMU, Dec 30: An impressive "Nagar Kirtan" procession was taken out here today on the eve of Guru Purab being celebrated in connection with 355 th birth anniversary of Guru Gobind Singh Ji, the Tenth Sikh Guru which falls on January 2. The procession commenced from Bibi Chand Kour Samadi, near Gumat early in the morning and culminated at Nanak Nagar Gurudwara in the evening.

Thousands of devout Sikhs including the children from 35 different schools and a sizable number of women chanting the Gurbani participated in the procession. The "Sawari" of sacred Guru Granth Sahib which was led by the "Panj Pyaras" was taken on a specially designed vehicle which was decorated with flowers and costly costumes. The traffic on different routes of city was put out of gear as the processionists left the Chand Kour Samadi for onwards sojourn.

The district administration had made elaborate arrangements for the Yatra as no vehicular traffic was allowed to pass on BC Road via Canal and other parts of the City.

Also to prevent any untoward incident a bandobast of security forces was also made enroute the Nagar Kertan.

The procession was led by the District Gurdwara Prabhandak Committee (DGPC), chief, Mr Surinder Singh and entire road from Bibi Chand Kour Gurdwara to Nanak Nagar Gurdwara was decorated as people at different places had installed welcome gates and banners.

At different places enroute the devotees of the Guru have also installed stalls to provide juice and fruit to the processionists who were chanting the slogans "Raj Karey Ga Khalsa,"and "Bole Sonihal Satsari Akal".

The most impressive and attractive to witness in today’s procession was display of traditional "Gatka"especially by a group of Sikhs from Union Territory of Chandigarh.

Addressing the Sikh Sangath at different places enroute, Bhai Manmohan Singh threw light on the life history of Guru Hargobindh Singh and Guru Gobind Singh Ji.

He said both of them fought against the tyrants and wicked rulers and sacrificed their lives for upholding the Dharma.

He asked the Sikh community to follow the teachings of great gurus and work for the betterment of the Sikh Panth and mankind as a whole.

The Union Minister of State for Civil Aviation, Prof Chaman Lal Gupta welcomed the procession.

He also distributed the fruits to the Sangaths at Gandhinagar and garlanded the first batch of Panj Pyaras. Prof Gupta has also greeted the people on the eve of Guru Purab.

Mr Surinder Singh president DGPC while expressing his satisfaction over the arrangements made by the Government has thanked the administration, police and people for their cooperation.

Infiltration attempt foiled
Two militants killed in Rajouri; haul of IEDs

RAJOURI, Dec 30: Army foiled an infiltration attempt on the Line of Control (LoC) in forward area of Nareli in Keri sector early today killing two militants and effecting recovery of a huge quantity of explosives and ammunition.

This was the first major infiltration bid made by Pakistan-sponsored militants through Keri sector after the announcement of cease-fire by Government and ‘maximum restraint’ call of Pakistan.

Official sources said troops deployed on forward post of Nareli observed movement of a group of militants infiltrating into Indian territory through the LoC at 0415 hours today. All forward army posts became alert and allowed the infiltrators to come within the firing range.

Militants opened firing on Nareli army post from where the army soldiers retaliated. An exchange of firing between the two sides continued for about two hours in which two militants were killed and two others were believed to be injured.

No casualty was reported on army side in the gun-battle, the sources said, adding in the morning troops carried out searches at the encounter site and recovered dead bodies of two slain militants. Two injured ultras had managed to escape back to Pakistan alongwith their other fleeing associates.

Identity of the killed militants couldn’t be established immediately but both were suspected to be Pakistanis and activists of Lashkar-e-Toiba outfit. Recovery made from their possession included 14 Improvised Explosive Devices (IEDs), 14 ammunition boxes, 19 Under Barrel Grenade Launchers (UBGL), 24 hand grenades, one solar rocket, two 60 mm mortar bombs, 17 detonators fitted with wire, 14 switches, five kg RDX and Rs 1870 in Indian currency.

Sources said this was for the first time during last over one month of cease-fire that Pakistan army pushed a big group of infiltrators into Indian territory through Keri sector. Firing in Keri sector has also come down considerably after the cease-fire.

Official reports received from both the border districts of Poonch and Rajouri revealed that infiltration attempts have come down in the last one month. However, in some areas on the LoC, the militants continued to make bids to intrude though majority of such attempts have been foiled by army.

Junior doctors defy warning, continue stir for 4th day

JAMMU, Dec 30: Despite warning from the Principal Government Medical College Hospital Dr H L Goswami, the striking junior doctors were adamant to go ahead with their agitation till the cancellation of Government order through which 50 candidates of unrecognised PRIME Medical College were given admission in Medical Colleges of Jammu and Srinagar.

Ignoring the warning of Principal, the striking medicos remained out of the hospital for the fourth consecutive day today in support of their demand. The striking medicos today gathered in the premises of Medical College and shouted slogans against the State Government for maintaining cryptic silence over the issue.

They said that Government has been showering undue benefits on the kith and kin of bureaucrats and politicians at the cost of deserving candidates. "If there were vacancies of 50 seats in Medical Colleges of Jammu and Srinagar then why not preferences was given to those in the merit list", the striking medicos said, adding the Government was misguiding the people by making statement that all these admission were made by the Union Government with the permission of Medical Council of India (MCI).

They further said that before going on strike they had submitted a memorandum to Principal Dr H L Goswami regarding illegal admissions. Expressing anguish over the silence maintained by the senior authorities over the issue, they said that even after four days no one from the Administration has come forward to hold talks with the striking doctors. They recalled that Principal had himself agreed that admissions granted are illegal and he in toto agreed with the memorandum but it seems that he has been pressurised by the Government to obey the orders.

The junior medicos also decided to start parallel OPD from Monday for the welfare of poor and needy patients. The JDA will voluntarily work for the suffering people in case of any emergency.

Meanwhile, the authorities of Medical College claimed that a number of striking medicos today attended their duties in different wards and OPD and hoped that by Monday more medicos would join duties. They said that list has also been prepared for conducting routine operations by Monday.

The healthcare services in premier medical institutions of the region and its associated hospital remained paralysed for the fourth consecutive day today. Barring Emgergency Ward and other emergency services, functioning in all departments continued to be affected.

2 Al-Badr militants killed in encounter

SRINAGAR, Dec 30: Five militants were killed and two others injured in an intense gun-fight in a forest area of Kashmir today, while four persons were killed in separate militancy-related incidents in Jammu and Kashmir since last evening.

A police party while chasing a group of timber smugglers came under militant fire in Saidgund forest in Kandi belt of Kupwara district today, official sources said.

The police party was joined by Army stationed nearby and in the ensuing gun-battle, five militants of Al-Badr outfit were killed and two securitymen injured, the sources said.

Two persons, including Special Police Officer (SPO) Jalal-ud-Din, were also injured in the encounter.

A counter-insurgent Ali Mohammad Ganai, associated with Ikhwan outfit, was gunned down by militants in his native village in Baramulla district, sources said.

Nine civilians were injured in a grenade attack by militants on a BSF vehicle at Parigam in Pulwama district of Kashmir last evening, the sources said, adding the vehicle suffered slight damage.

A Village Defence Committee (VDC) member Sharam Singh was injured in a shootout with militants at Salankote in Reasi area of Udhampur district last night, they said.

Officials said unidentified gunmen abducted a PCO owner at Magermal Bagh in Srinagar today. (PTI)

Qureshi being brought to Srinagar today

JAMMU, Dec 30: Hashim Qureshi, the first hijacker of an Indian Airlines Fokker from Srinagar, is being brought to Srinagar tomorrow by a special team of Jammu and Kashmir Police (JKP) for questioning in connection with a hijacking case registered against him at Sadar police station since 1971.

Authoritative sources told EXCELSIOR that the special team of JKP had left for New Delhi yesterday immediately after getting a report that Hashim Qureshi had returned to India and surrendered before Delhi Police.

Qureshi will be flown to Srinagar tomorrow by the police party. Tomorrow being Sunday, he will be produced before a Court on Monday to take his remand.

Sources said the criminal case of hijacking against the former JKLF leader, which had been closed down, was re-opened yesterday after Qureshi’s surrender. The case bearing FIR No. 15/71 at Sadar police station was registered after Qureshi, his cousin Ashraf Qureshi and four others after the Indian Airlines Fokker named Ganga was blown up by them at Lahore Airport in January 1971 in the presence of the then Pakistani Premier.

Qureshi was sentenced to 10 years imprisonment by a Pakistani jail.

Hashim Qureshi had made a dramatic appearance at Delhi Airport yesterday after reaching in a Scandinavian Airlines flight from Copenhagen.

SOG kills Pakistani militant in Akhnoor

JAMMU, Dec 30: The Special Operations Group (SOG) Jammu and police in a joint operation gunned down a Pakistani militant at village Rakhsoom in Garkhal road under the jurisdiction of Kanachak police station late last night.

According to police sources, a search party of SOG and police had laid a naka at Rakhsoom village last night on a tip off that a couple of militants might try to infiltrate into Indian side from forward village of Garkhal in Akhnoor sector to cause disturbances in Jammu during Republic Day celebrations.

At about 0200 hours, cops noticed movement along Garkhal road and asked the suspects to surrender. However, the intruders opened indiscriminate firing on the cops with assault rifles and tried to flee towards Akhnoor road.

Police party returned the firing killing a militant on the spot. Cops didn’t suffer any casualty in the operation that lasted about 35 minutes. Cops recovered dead body of the slain militants from the spot this morning but couldn’t identify him.

One AK rifle, two magazines and 45 rounds were recovered from the possession of slain militant, who was suspected to be a Pakistani and an activist of Hizbul Mujahideen outfit. It was being ascertained as to whether an associate of the militant had managed to escape during the encounter. For the purpose, police teams continued searches in the village throughout the day today but no arrest could be made.

In another militancy related incident, a Village Defence Committee (VDC) member Dharam Singh was injured in an encounter with the militants at village Saw Bala in Kote area of Udhampur. Following retaliation by VDC member, the militants managed to escape. The injured VDC member has been hospitalised.

Farooq pledges any sacrifice

JAMMU, Dec 30: ‘We have initiated peace process in Jammu and Kashmir and there is no going back on it’, Chief Minister Dr Farooq Abdullah said, adding that ‘we are ready for any sacrifice in pursuit of peace’.

In an exclusive interview to Doordarshan Kendra Jammu today, the Chief Minister expressed concern over the increased civilian killings in the State despite Prime Minister’s unilateral suspension of combat operations. He said some forces are still alive in the State, which thrive on blood shed.

"There are some people who decorate their houses with the blood of innocents and celebrate their killings", he said adding we are aware of such elements, which have become more active after suspension of operations. This has made us more cautious and there would no lowering of security grid. ‘We will have to face the enemy’, he said.

To a question, he described as significant the surrender of JKLF leader Hashim Qureshi at New Delhi yesterday.

Chief Minister said that it is equally significant that Hashim Qureshi, who master minded hijacking of Srinagar-Jammu Indian Airlines flight at the behest of Pakistan in 1971, has voluntarily surrendered and confessed his crime. After undergoing traumatic conditions in PoK and Pak jails, Qureshi would be able to tell to the people in the State the conditions in which our brethren in the occupied territory are living.

This will nail the propaganda of Pakistan and its lackeys. He said one cannot ignore the statement of Mr Abdul Gani Lone Hurriyat leader, who after visiting PoK, said there is no freedom except religious in the occupied territory. This should serve an eye opener for those playing Pakistani card.

Replying to a question about the proposed visit of Hurriyat leaders to Pakistan, Dr Abdullah said that allowing Hurriyat leaders to go to Pakistan speaks the strength and vibrancy of Indian democracy. He said India believes in openness and transparency and permission to Hurriyat leaders to go to Pakistan should be seen in this context. ‘Let them too know the ground situation in Pakistan and PoK’, he added.

On panchayat elections, he said process has taken off to constitute democratic institutions after 23 years. ‘Basically, we want devolution of power to villages for people to take their own decisions’, he said adding that this was the spirit of azadi. He said those involved in militancy are opposed to elections but ‘we are determined to empower people at the grass roots level’. Care has been taken about security aspects and the State has been divided into various zones. ‘Inshalla, the process would be successfully accomplished’, he said hoping that with this the State would usher into a new era of economic development.

Screening of Manisha’s film prevented

INDORE, Dec 30: In a tit for tat, NSUI activists today prevented screening of a film starring Nepal-born Manisha Koirala here in the wake of anti-India violence in Kathmandu against the alleged remarks of Bollywood hearthrob Hrithik Roshan.

The activists took out a procession to the theatre and stalled screening of "Champion", starring Manisha.

In a related incident, college students in Pithoragarh blocked the bridge linking Mahakali region of Nepal with Pithoragarh district in Uttaranchal preventing Nepalese citizens from entering Indian territory for about two hours yesterday.

They demanded banning of anti-India organisations, including Pakistan’s ISI, active in the Himalayan kingdom. (PTI)

Hizb asks Hurriyat to spell out stand on Panchayat polls

SRINAGAR, Dec 30: Pro-Pakistan Hizbul Mujahideen today opposed holding of Panchayat elections in Jammu and Kashmir and asked Hurriyat Conference to make public its stand on the issue.

In a statement here, Hizbul said the holding of the polls was a "drama" which was bound to create chaos and confusion.

Conducting Panchayat elections during the biting winter had no logic, the statement in Urdu released to the press by Hizbul spokesman Mujahid Masood said.

Seeking an explanation from Hurriyat regarding the polls, Hizbul said "Hurriyat should explain its stand on the issue forthwith."

As a matter of policy, Hizbul had decided not to doubt or criticise activities of Hurriyat Conference in the prevailing circumstances to keep the people united, he said.

On the proposed visit of an Hurriyat delegation to Pakistan, the statement hoped its members would exhibit "sincerity and seriousness" in resolving the Kashmir problem through peaceful means. (PTI)

JAMMU, Dec 30: The State Government today ordered promotions of four Executive Engineers (R&B) as Incharge Superintending Engineers and transfer of another SE.

Ashok Kumar Avasti on his promotion was transferred and posted as Incharge SE Jammu Development Authority (JDA) against an available vacancy. M L Kachroo, who too has been promoted, was posted as General Manager JKPCC Srinagar. He will take from Zaffar-ul-Ismail Kuttay, who is reaching superannuation on February 1.

M A Nowsheri has also been promoted and posted as SE R&B Circle Srinagar-Budgam. Mohd Yusuf Bhat, Incharge SE has been posted as General Manager JKPCC Jammu against an available vacancy.

M S Jamwal, SE Bridges, Division Srinagar, has been transferred and posted as Joint Director Designs Directorate against a vacancy.

Judicial report released after 30 years
Pak blames Generals for 1971 defeats

ISLAMABAD, Dec 30 : Pakistan today released a long-secret Judicial Report about its 1971 war with India over Bangladesh that blames Pakistan’s defeat on the Army leadership of the time and recommends they be put on trial.

The Report, declassified by the military-led Government of General Pervez Musharraf and published after a quarter of a century under wraps, accused the Generals of what it called a premature and shameful surrender in Dhaka, the capital of then East Pakistan which later became independent Bangladesh.

"Dacca (Dhaka) could have been held for several days more. Things had not yet come to such a pass in East Pakistan as to warrant an immediate surrender," the Hamoodur Rahman Commission Report said.

It said then military ruler General Yayha Khan, who stepped down after Pakistan’s defeat in December 1971, "permitted and even instigated" the surrender and recommended that he should be publicly tried along with some other senior military colleagues.

Yayha Khan died some years after the war but some of his key colleagues are still alive and living in retirement on pensions.

The report said the surrender of more than 90,000 Pakistani military and paramilitary personnel, who were made Prisoners of War, was "due to the cumulative effect of a number of factors namely, political, moral, psychological and military".

The prisoners were released under a 1972 Peace Accord signed by then Indian Prime Minister Indira Gandhi and Pakistan President Zulfikar Ali Bhutto.

The report, compiled in the mid-1970s by former Chief Justice Hamoodur Rehman, also blamed Bhutto for showing "a lack of political foresight" in opposing a Parliamentary Session in Dhaka — a move that provoked the Bangladeshi leaders.

"We cannot also resist the conclusion that there has been a serious failure on the part of the Army General Headquarters in the matter of guiding, directing and influencing the battles either in East Pakistan or in West Pakistan," it said.

The report said the military’s continued involvement in running the Government by martial law was cited by witnesses as a reason for corruption among senior military officers.

"This moral degeneration and inefficiency of senior Army Commanders had been attributed by all concerned to their prolonged and continued involvement in martial law duties since 1958," it said.

"Even responsible service officers have asserted before us that due to corruption resulting from such involvement, the lust for wine and women and greed for lands and houses, a large number of senior Army officers, particularly those occupying the highest positions, had lost not only their will to fight but also their professional competence for taking vital and critical decisions."

The Commission blamed the start of the 1971 violence on the Awami League Party of Bangladesh, but said excesses were also committed against the people by the military. It recommended the setting up of a high powered court to look into the allegations of atrocities committed by the Pakistani Army.

"Our examination of the available evidence shows that there is substance in the allegations that during and after the military action, excesses were indeed committed on the people of East Pakistan, although the versions and estimate put forward by Dhaka authorities are highly coloured and exaggerated," it said.

The Government has not given any indication whether it will take any action against surviving former Pakistani Generals for alleged crimes committed in Bangladesh.

Musharraf said in October that the incidents in 1971 had been a political as well as a military debacle, and that calls for Generals to be tried were not fair.

Bangladeshi Prime Minister Sheikh Hasina has demanded in the past that Pakistan make a public apology for alleged massacres by its troops and the rape of women in Bangladesh. Islamabad has asked Dhaka not to revive such memories, saying they could damage the prospects of better relations. (REUTERS)

Goyal appointed Haryana Chief Secretary

CHANDIGARH, Dec 30 : L M Goyal was today appointed Chief Secretary of Haryana in a reshuffle of 27 IAS Officers in the State with immediate effect.

Goyal, till now Financial Commissioner and Secretary, Revenue, Consolidation and Rehabilitation, has been appointed as Chief Secretary, Hospitality, Training, Grievances and Vigilance Departments and Secretary Incharge of Planning and Coordination and Financial Commissioner, an official spokesman said.

He takes over from Vishnu Bhagwan, who is retiring tomorrow.

A N Mathur, Financial Commissioner and Secretary Finance and Deputy Chairman Planning Board, has been posted as Financial Commissioner and Secretary Revenue, Consolidation and Rehabilitation and Finance Department.

P R Kaushik, Financial Commissioner and Secretary, Printing and Stationery Department will also look after work of Housing Department relieving Dharam Vir.

M Shankar, Financial Commissioner and Secretary, Prohibition, Excise Taxation Department will also look after the work of Town and Country Planning.

Prem Prashant, Financial Commissioner and Secretary Education, Languages and Archives and Archaeology, has been posted as Financial Commissioner and Secretary PWD and Member Secretary Sales Tax Tribunal.

Dharamvir, Commissioner and Secretary Food and Supplies, has also been given the Charge of Information Technology Department vice P K Chaudhary who has been posted as Commissioner and Secretary Education, Languages, Archives and Archaeology.

Chander Singh, Commissioner Ambala Division, becomes Commissioner and Secretary Irrigation in place of Urvashi Gulati who has been posted as Commissioner and Secretary Wildlife in place of S P Sharma who will be new Secretary to Governor vice Malik B Sanawane.

Sanawane becomes Commissioner and Secretary Forests and Mines and Geology.

S C Chaudhary, Special Principal Secretary to Chief Minister and Secretary Town and Country Planning and Urban Estate Departments becomes Commissioner and Secretary Industries.

Maha Singh, Special Secretary Revenue and Rehabilitation-cum-Chief Settlement Commissioner becomes Commissioner Ambala Division.

Ram Niwas, Joint Secretary becomes Director, Industries and Mines and Geology vice S N Roy who becomes Joint Secretary Animal Husbandary and Cooperation department vice Balraj Singh who becomes Joint Secretary PWD in place of Shashi Bala Gulati who will be the new Deputy Commissioner, Jhajjar. Raju, Vaid, Gupta, 100 officials get DGP's medal

JAMMU, Dec 30: The State Government today announced the Director General of Police, Commendation Medal for 100 officers and cops for their meritorious and exemplary performance during the year 2000.

This was stated in an official handout issued here today. It said the recommendations for the same was made by the Medal Committee already constituted by the Government.

Those who have been selected for this prestigious medal include two Additional Director General of Police (ADGPs) Messrs Rajan Bakshi and Gopal Sharma, Inspector General Police, (IGP) Jammu Zone, R V Raju and three DIGs, P K Gupta, DIG Crime and Railways, Jammu, Dr S P Vaid DIG Jammu, Range and Dilbagh Singh, DIG Baramulla.

Deepak Kumar, AIG T&I,PHQ , H K Lohia, Commandant JKAP 7th Battalion, Pankaj Saxena, S P Poonch, Saji Mohan SP Ramban, M K Sinha, S P Border, Jammu, Syed Ahmed Syed, SP CID, Kashmir, Avtar Singh Bali, Commandant, Auxiliary police, Second Battalion, Ghulam Rasool Haji, SP NHW Ramban, Mohan Singh Bahu, Deputy Director, Prosecution, Jammu, Abdul Hamid Bhat, SP Awantipora, Kashmir, Amir-ud-Din Lone, Dy SP, JKAP 14th Bn, Tanveer Jeelani, Dy SP, SDPO Khanyar, Mohammed Mushtaq Khan, Dy SP Jammu Zone, Ghulam Qadir Malik, Dy SP Headquarters, Doda are the other officers who have been selected for this medal.
