IEA Conference at JU from Dec 30

JAMMU, Dec 28: The academic fraternity and the policy planners of Jammu and Kashmir will get an opportunity to interact with renowned economists from within and outside the country in the special session on J&K economy during the 83rd Indian Economic Association Conference, being hosted by Jammu University from December 30.

This was disclosed by Prof G S Bhalla, Professor Emeritus, JNU and president of Indian Economic Association, while addressing a press conference, here today.

More than 800 economists and policy planners from within and outside the country are expected to attend the three-day conference and to deliberate upon the various issues already identified.

The themes for this conference, which will have four technical sessions, are Crime, Corruption and Development; WTO and India; Second Generation Economic Reforms; Economics of Child Labour.

The conference is going to address these issues on the basis of research papers to be presented in various technical sessions.

Prof Bhalla said that on December 31, there will be one full technical session on the Jammu and Kashmir State economy. "The special session on J&K economy will provide an opportunity to the academic fraternity and policy planners of the State to interact with a galaxy of economists", he said and added that on the basis of the deliberations in this special session, a blue print, with some practical solutions to the various ailments of the State economy, is hoped to be prepared.

This is for the first time that Indian Economic Association is holding its conference in the State of Jammu and Kashmir.

Local organising secretary of the IEA Conference Prof R L Bhat, said that in addition, the conference is organising three lectures by eminent economists. The Dantwala Memorial lecture is being delivered by Prof V S Vyas while Dr Montak Singh Ahluwalia, member Planning Commission is delivering a special lecture on Second Generation Reforms, he disclosed.

Prof Ashwani Seth of London School of Economics and Social Science Institute, Hague, will deliver the VKRV Rao Memorial lecture. Former Union Finance Minister Dr Manmohan Singh, who had also given his consent for the participation, would not be able to take part in the conference in view of some health problems, said Prof Bhat.

JU Dean Academic Affairs Prof A N Sadhu, who was also present in the press conference, said the inaugural function of the conference shall be held at Abhinav Theatre while all other sessions will take place at the University Campus. Chief Minister Dr Farooq Abdullah will inaugurate the conference while Governor G C Saxena will be guest of honour on the occasion. Prof A M Khusro, Chairman of the 11th Finance Commission shall deliver the keynote address.

Secretary of the Indian Economic Association Dr R K Sen and Director Information of JU Dr Pritam Singh were also present in the press conference.

NC befooling people on Panchayat issue: PDP

JAMMU, Dec 28: People’s Democratic Party leaders have alleged that National Conference Government was befooling the public on the conduct of proposed Panchayat elections.

In a meeting of the PDP workers held here today, the leaders pointed out that without informing the general public or rural masses for Panchayat elections scheduled for Rajouri, Poonch and Kupwara has been announced. The state authorities have announced dates of filling of nomination papers in today’s newspapers while in some constituencies last date for filling of nomination papers was Dec 27.

They alleged that the same old tactics of National Conference Government to manipulate elections in favour of their blue eyed boys are being repeated. The PDP appealed the Election Authorities

to reconsider the position and announce the new dates for these districts where election of Panchayats would be held on January 15, 2001.

The PDP alleged that elections where rural masses are involved have never been conducted in such manner anywhere in the country. If the tactics were not changed the PDP would come on the streets to agitate against the nefarious designs of the NC.

Those spoke on the occasion included-Mr Tarlok Singh, Jagdish Jaggi, T R Dogra, Baldev Slathia, B L Gupta, Ashok Sharma, Shanti Devi Ashok Jogi, Chuni Lal, Devinder Sharma, Balwan Singh, Surjeet Kour, Ganesh Sharma and Maj Sushil Singh (Retd).

Id-ul-Fitr celebrated with traditional fervour in Jammu

Jammu, Dec 28: Id-ul-Fitr was celebrated with traditional gaiety and religious fervour throughout Jammu region today. Scenes of communal amity were witnessed with non-Muslims greeting their Muslim brethren on Id-ul-Fitr.

At Jammu, the largest congregation was held at Idgah where more than 26,000 Muslims offered Id prayers.

The Finance Minister, Mr. Abdul Rahim Rather, Works Minister, Mr. Ali Mohammad Sagar, Forest Minister, Peerzada Ghulam Ahmad Shah, Agriculture Minister, Ch. Mohammad Ramzan and several legislators were among those who offered prayers at Idgah.

A large number of non-Muslims, including Union Minister of State for Civil Aviation, Prof. Chaman Lal Gupta, Minister of State for Food and Supplies, Mr. Ajay Sadhotra, National Conference provincial President, Mr. Bodh Raj Bali, Divisional Commissioner, Jammu, Mr. Anil Goswami, leaders of various political parties and prominent citizens were present at Idgah and greeted their Muslim brethren.

Similar Id congregations were also held at Bathindi, Ustad Mohalla, Gandhi Nagar and Digiana where a large number of Muslims offered Namaz-i-Id.

At Poonch, 15,000 Muslims offered Id prayers. Id prayers were also held at Mendhar, Surankote, Mandi and several others places in the district.

At Rajouri, 10,000 Muslims offered Namaz-i-Id at local Idgah. Reports of large Id congregations have also come from Thana Mandi, Dhral, Nowshera, Budhal and Kotranka.

At Udhampur, 7,000 Muslims offered Namaz-i-Id. A large number of Muslims also offered Id prayers at Chenani, Basantgarh and several others places in the district.

In Doda district, the largest Id congregation was held at Kishtwar where over 9,000 Muslims offered prayers. Id congregations were also held at Doda, Bhadarwah, Thathri, Gandoh, Dachhan, Chhatru, Dessa and a number of other places.

At Kathua, nearly 6,000 Muslims offered Id prayers. Id congregations were also held at Bani, Basohli and Billawar.

Campaigning for Panchayat elections to
end 48 hours before close of poll

Jammu, Dec 28: The campaigning for the Panchayat elections shall come to end 48 hours before the hours fixed for the close of poll.

A notification to this effect has been issued by Chief Electoral Officer who is Election Authority under Panchayati Raj Act, 1989.

The process for the Panchayat elections has commenced with earlier notification issued by Election Authority on December 26. The first phase of polling shall take place on January 15, 17 and 19 in 499 Panchayats of districts of Kupwara, Rajouri and Poonch. These elections are being held in the State after 23 years.

JAMMU, Dec 28: The health care services in premier medical institution of the region—Government Medical College Hospital remained affected for second consecutive day today due to flash strike of the junior doctors protesting against the admission of 50 candidates of unrecognised Medical College (PRIME), Budgam, Srinagar to Government Medical Colleges of Jammu and Srinagar.

All junior doctors remained on strike for the second consecutive day today in protest against what they called gross violation of rules of Medical Council of India (MCI). Though the senior doctors conducted routine visit of the wards in the morning and attended the patients in the Out-Patient Department (OPD) yet the problems of the patients could not be minimised.

Though Intensive Care Unit (ICU) and CCU were functioning normally, there were few number of patients in different wards. Barring Orthopedics and Surgery Wards, a number of patients in other wards had left the hospital finding it difficult to get proper medicare.

"In the morning a group of doctor visited the ward but after that I have not seen any doctor excepting nurses", Dev Raj a patient in the Orthopedics Ward said, adding "had I been in condition of walking smoothly I too would have left the hospital".

According to a senior officer of the Medical College, all operations except serious ones have been postponed due to the strike. "Only senior doctors can not perform all the operations as their is also need of junior medicos in different spheres", he said.

Though the Emergency Ward has been running smoothly yet there was considerable decline in the number of patients. "As compared to routine days far less patients were reporting in the Emergency", Casualty Medical Officer (CMO) who was on duty in the evening said, adding the working in the operation theatres of the Emergency Ward was also normal and after 1 pm three operations were performed.

The working in the SMGS Hospital also remained normal and the strike had little impact on its working as compared to Government Medical College Hospital.

Earlier, in the morning the junior doctors gathered in the premises of Medical College and shouted slogans against the Government for showering undue benefits on the kith and kin of bureaucrats and ministers at the cost of deserving ones. They were demanding immediate cancellation of the said Government order.

Meanwhile, one of the Dialysis machine was made functional while another one is expected to start functioning by tomorrow. The Medical College authorities have called Engineers from Delhi to repair all the dialysis machines immediately.

6 artists selected for State level awards

JAMMU, Dec 28: Six artists of Jammu and Kashmir have been selected for the State level Awards in the Millenium Art Exhibition - 2001 which is being organised by the J&K Academy of Art, Culture and Languages in collaboration with All India Fine Arts & Crafts Society, New Delhi.

The judgement and selection of art works has been made by the Internationally known Art Critic Mr Kashav Malik who was nominated by the All India Fine Arts and Crafts Society as one man Jurry for these Awards.

Disclosing this, the secretary of the J&K Academy of Art, Culture and Languages Mr Balwant Thakur informed here today that 153 works of art were received from various artists belonging to the State of J&K for this Millenium Art Exhibition and only 54 works have been selected for the Exhibition in all the four disciplines, viz Paintings, Graphics, Drawings and Sculptures.

In Paintings section the Award of Rs. 6000/- each has gone to two artists Mir Mudassir Mujeeb and Masarat Mehboob for their works "Storm" and "Portariat of Rural Women respectively. In Sculpture section the Awards have gone to Mr Ganesh Kumar Sharma for his work "In Search of" and to Ajay Kumar for his work "African Drums". Both the artists will get a certificate and cash award of Rs. 6000/- each.

In Graphics and Drawings sections, one award each of Rs. 6000/- has gone in favour of Mohd. Ashraf Munshi for his work "A Flow of Stream" (Graphics) and Mr Subhash Anand for his work "Dream Land II" (Drawings).

Jury's special appreciation is being received by Arshad Sualeh for his work "Living Death" (Painting) and to Mr Rohit Verma for his work "Self Realization" (Painting).

Mr Balwant Thakur further informed that Millenium Art Exhibition is being put to display very shortly and Dr Farooq Abdullah, the Chief Minister, the President of the Academy will be requested to open the Exhibition and give away the Awards. This Millenium Art event is being followed by the J&K Art Fair and J&K State Art Exhibition which is scheduled to be held on 2nd, 3rd and 4th of March, 2001 at Abhinav Theatre Campus.

The artists whose works have been selected by Mr Kashav Malik included Messrs Randhir Singh Bali, Kamal Nain Bhan, Noushad Hussain Gayoor, Suman Gupta, Asmat Jan, Bushan Kesar, Vinay Khajuria, Ms Sunadha Rani Khajuria, Azaz Qureshi, Ms Mandira Chatterjee Sharma, Ms Neetu Sharma, Ms Shabana Shamsi Shah, Harsh Vardhan, Ms Deeba Amin, Arshad Hussain, Ms Sabeena Khan, Rakesh Kumar, Nadeem Paul, ND Jamwal, Zahid Ali, Brij Paul Anand, Jagpal Singh Bandral, Sajad Hussain Hamdani, Ms Fancy Jan., Ms Govind Kour, Manohar Lal, Chander Parkash, Ajay Kumar, Dr Raj Kumar Sharma, Upinder Sharma and Des Raj Kapoor.

Painting competition held

JAMMU, Dec 28: A Painting Competition cum Art Exhibition was organised by Shangrila Public School - Sarwal Jammu and other cultural activities on Christmas Day.

In this programme number of students participated and took an active part. The students displayed their art work under the guidance of Art Teacher Mr Ajay Gupta.

On this occasion, the Principal of the school addressed the participant students to adopt the path of truth, love, peace, preached by the lord Christ.

After concluding the function Principal of the School distributed the sweets amongst the students and greeted the students on this occasion.

Renovated office of Jammu Fruit Asso inaugurated

JAMMU, Dec 28: The Director, Horticulture (P&M) J&K Government in-augurated the newly renovated office of the Jammu Fruit Association at Fruit Complex Narwal yesterday. Deputy Director/Assistant Director Horticulture (P&M) Narwal Rajesh Gupta, President, Om Prakash Sawhney, General Secretary and members of the Jammu Fruit Association were also present on this occasion.

Speaking on this occasion the Director, Horticulture (P&M) J&K Government apprised the members of the Jammu Fruit Association about the recent meeting held with the Agriculture and Rural Development Minister on December 18, 2000 and showed his keen interest for the developemnt of this Mandi.

The President Jammu Fruit Association highlighted the various problems being faced in this Fruit Complex by the Traders and asked the Director to take immediate steps for improvement of the basic ammenities.

The Director assured the members to attend the problems on top priority basis which fall within his competence/jurisdiction. After the in-auguration ceremony was over, General Annual House Meeting of the Jammu Fruit Association was held.

Trs Forum warns agitation

RAMNAGAR, Dec 28: A meeting of the Graduates and Post Graduate Teachers Forum was held here today in which the members of the teachers community welcomed the Government for releasing the employees salaries before Id-Ul Fitr.

As per a release, the teachers also extended their greetings to members of Muslim community on the occasion of Id.

In his address Mr Shiv Dev Singh, the president of the Forum appreciated the efforts of the ZEO Kalwahta in organising symposium on the topic "Peace leads to prosperity" in which Miss Tripta Gupta, Mr Ram Singh and Mohammed Yousf stood first and second respectively.

He urged the authorities to provide a clerk in each High School in view of the heavy work load. Messrs Shiv Dev Singh and Tilak Raj strongly criticised the State Government by adopting pick and choose policy whereby some graduate and post graduates are getting the benefit of initial higher start while others have been totally ignored.

They urged the authorities to look into the matter and issue orders to all the drawing and disbursing officers to release initial higher start to all legible graduates and post graduate teachers at an earliest failing which the teachers will be forced to launch the agitation.

HC directive to DDK Jammu

JAMMU, Dec 28: The State High Court has directed Director General, Doordarshan, DDK Jammu and others to maintain the status quo regarding the engagement of six petitioners who have been working with Doordarshan Kendra Jammu since 1993.

The direction was passed by Justice Arun Kumar Goel in a writ petition filed by Kalyan Singh and five others through Advocate A K Sawhney, wherein it was prayed before the court that the petitioners be regularised, as they have been working at Jammu Doordarshan for the last over eight years uninterruptedly. Further, it was prayed that till their regularisation , they be provided with rupees 65 per day as their wages, as per the law.

While passing the directions, Justice Goel issued notices to the respondents with the direction to file counter to the main petition and reply to the CMP within eight weeks.

While arguing the case, Mr A K Sawhney said that some of the counter-parts of the petitioners have already been brought on temporary establishment, whereas, this benefit has not been extended to the petitioners. Mr Sawhney, further said that this was aimed at dispensing with the services of the petitioners, which, according to him, is impermissible under law. He prayed for the grant of interim relief and the court while passing orders, said that their status-quo, as existed till date, shall not be disturbed by the respondents, till the next date of hearing.

In their petition , the petitioners, through their Counsel, Mr A K Sawhney prayed that they have been working at Jammu Doordarshan for more that five years uninterruptedly and deserve regularisation or alternatively temporary status as per policy. It was further prayed that the wages at the rate of rupees 65 per day be paid to the petitioners and the wages arbitrary deducted against the policy at the rate of rupees 15 per day, be paid with interest till realisation of the case.

Teachers’ deputation meets CEO Kathua

KATHUA, Dec 28: A deputation of teachers led by Mr Puran Singh, provincial president for Jammu, UGTA met Mr Sudesh Mahajan Chief Education Officer Kathua and discussed their problems with him.

Katra hoteliers hail Slathia’s announcement

JAMMU, Dec 28: Shiv Kumar Sharma, president Hotel and Restaurant Association of Katra extended thanks to Power Minister Mr Surjit Singh Slathia for announcing " no power curtailment" at Katra Vaishnodevi as a new year gift.

In a statement issued here Mr Sharma hailed the commitment made by the minister and hoped that he would honour it in future. He also appreciated the decision to open registration of Amarnath yatris at Katra. The association assured full cooperation to the PDD authorities for revenue recovery.

Chamber delegation meets RBI Executive Director

JAMMU, Dec 28: President Chamber of Commerce and Industry, Jammu, Ram Sahai, alongwith the representatives of Industrial Associations and Chambers of Finance Business Committee had a meeting with M G Shrivastav, Executive Director, Reserve Bank of India (RBI) wherein certain points were raised for boosting smooth trade activities of J&K.

It was suggested that full fledged issue branch should immediately be opened at Jammu and till this branch is not opened, more counters of issue branches may be provided for the large number of clients, most of them coming from far-flung areas.

The delegation demanded that the claim section should be opened and powers be given to the local office for accepting defective notes of half value alongwith the facility of pass notes.

Mr Shrivastav was further asked to get the period of concessions/credit relaxations to borrowers/customers of J&K extended well in time so that very purpose of granting these concessions is rendered infructuous due to inordinate delay in getting the said period extended.

The Chamber release issued here said that Mr Shrivastav said that some more counters of issue branch will be opened very shortly. It was further pointed that with the installation of machinery by January next year, the problem of defective notes/soiled notes will be overcome.

NIYC ladies wing holds meeting

JAMMU, Dec 28: A meeting of New Indian Youth Club ladies wing was held at NIYC office, the purpose of which was to discuss various problems including pollution in Jammu.

The meeting was held under the supervision of Bharti Gupta. NIYC Chief( ladies wing). Rohit Badyal was also present in the meeting. It was stressed the need to find out ways and means for reduction of pollution problems in Jammu, as increasing density of vehicles has created a lot of problems for pedestrians.

Among others who spoke on the occasion, included Seema Sharma and Sunita Sharma.

Pre-1996 Pensioners’ plea to Finance Minister

JAMMU, Dec 28: The pensioners and family pensioners of pre-1996 have appealed the Finance Minister of J&K State Mr A R Rather to provide justice to them at an earliest.

Prof Jaswant Singh Shan, provincial secretary of Advisory Committee on Education of National Conference in an appeal to Mr Rather, has demanded that genuine request of the pensioners and family pensioners of pre January 1, 1996 period regarding release of second instalment of pension arrears on account of consolidated pension due to implementation of 5th Pay Commission in this state be accepted, which are fixed under para 3 and withheld under para 13 of Government Order No 46 of 1998 dated 19-1-1998, since these arrears have been paid to the in-service employees through their GPF accounts and also to the post 1-1-1996 period pensioners in cash.

Prof Shan has said further that these pensioners of pre-1-1-1996 period have equally given their full prime of life in the service of nation and hence deserve to be provided due care in their grey days of life when they are afflicted with various ailments due to old age that too at such a time when the prices of medicines and other necessities of life have increased manifold and the pensioners are finding it very hard to pull on with their meagre pension as such Prof Shan hoped an early action in the matter to honour the request of the pensioners.

Samata Party’s youth wing for Doda formed

DODA, Dec 28: Youth wing of Samata Party for district Doda has been constituted by the Jammu provincial youth wing president Mr Raj Kumar Choudhary.

As per a release, Hamidullah Naik was nominated as president, Najam Din Bhat as vice-president, Hussain Sheikh as general secretary, Subash Chander as secretary while Zaheer Abbas Malik as publicity secretary of the Doda unit.
