Plea to public

Sir,

This is the season of marriages. People are enjoying the marriages but create nuisance for the public. They search on their audio sets at high volume at the parties and disturb the residents of the whole locality. Many-a-time, it has also been seen that the loud music continues to be till mid-nights. As a result of which, the residents cannot sleep and it also hampers the studies of the students during their examinations. I don't say that they should not at all enjoy music, but it should be at a low volume.

So, this is my request to the people not to keep their tape recorders on till late nights at their parties and especially in residential areas.

Kishtwar is stinking

Sir,

I would like to draw the kind attention of the Government towards the problems being faced by the people of Kishtwar town due to inefficiency of the local administration. The drains, lanes of the town are in a bad condition. Despite repeated requests to the administration, Notified Area Committee Kishtwar to improve the situation, nothing tangible has come out.

It has been noticed that the NAC Kishtwar develops only these areas where influencial people are putting up and the deserving areas are ignored for which the general masses are suffering a lot. Even the drains, lanes remain unswept for months together. Most effected are the areas like Shaheedi Mohalla Kamal Mohalla, Ummar Mohalla and Wazir Mohalla.

In this connection, the Deputy Commissioner Doda is requested to pay surprise visit to Kishtwar town to assess the present situation.

Repair link road

Sir,

The link road right from the main Jammu Akhnoor road to Purkhoo Camp is in a deplorable condition. This one kilometer link road has not been properly repaired over the years. The students and the public suffer a lot of inconvenience due to the ever worsening condition of the road. There are pits here and there and the Metadors and other vehicles plying on the road further aggravate the problems of the pedestrians. Non-existence of speed breakers makes the children in particular, more vulnerable to accidents. We the residents of the Purkhoo Camp appeal to the concerned authorities particularly the Minister, Public Works Deptt to kindly make onspot inspection and issue appropriate orders for immediate repair of the road and take necessary measures for its proper maintenance.

Free Education

Sir,

The Minister for Education, Mr. Mohammed Shafi's announcement that elementary education for all would be made compulsory, is heartening and a welcome move (DE December 8). However, it needs to be noted that compulsory elementary education cannot be enforced in isolation unless it is free. Article 45 of the constitution of India stipulates provision of free and compulsory universal education. Whereas, there is no ambiguity about the term 'compulsory' which implies that all children of the elementary school going age would have to attend the schools compulsorily, the terms 'free' has to be understood in terms of its meaning, connotation and scope in a welfare State. The terms 'free' means, not only that no tuition fee will be charged, it also means that children belonging to economically and socially poor sections of the society, including SC and ST, will be provided free of charge text books, school uniforms, mid-day meals and medical care. Besides there are children who attend to petty jobs, to supplement the income of their respective families. If all such children are made to attend the school, instead of attending to their petty jobs, the parents of such children under the provision of free and compulsory Education Act, will have to be compensated to the extent to which they are subjected to financial loss.

All the aforesaid aspects would have to be considered and incorporated in the legislation, proposed to be brought soon.

Stray dog menance

Sir,

We the Mohalla Shivnagar Development Committee call the attention of the Administrator town Area Udhampur towards the increasing dog population in the whole Town especially Shivnagar, Udhampur locality.

These dogs not only attack pedestrians but also disturb the people at night. Though the residents of the area take preventive measures, the strangers fell victim to these infected dogs. They keep on howling and barking throughout the night.

Apart from this, the dogs make the streets dirty which could be a cause for spread of dangerous diseases in the area. The administrator, Town Area Committee, Udhampur was requested several times to tackle the problem but no steps have been taken yet. Now, we again request the Administrator to look into the matter personally and launch a drive to trap these dogs, so the menace could be put to an end.
