Shrinking, disappearing water-bodies may cause ecological imbalance in region

The state of Jammu and Kashmir abounds a vast array of water bodies that occupy an area of 218 sq km. Most of these are natural water bodies with shallow basin and are categorized under western Himalayan wetlands. Wetlands in this region has not been given the importance that they deserve as per ecological point of view.

Today, we are trying to reverse the notion that wetlands are wastelands. They are being filled up with garbage, earth etc. to increase land area. Ecologists the world over are pointing out the unseen and previously unknown benefits of the wetlands. According to them, wetlands improve water quality, nutrient, stablize local climatic conditions particularly rainfall and temperature. They are useful in sewage, waste water treatment, flood control, ground water discharge, recharge, water storage, storm protection, shore-line stablization, maintenance of traditional subsistence activities including Livestock, herding, hunting, fishing and farming.

A WWF official disclosed that high productivity of wetlands is being brought to the attention of Agriculture scientists. Marshes and swamps, which may have productivity higher than the lush tropical rain-forests, are being looked upon as source of food rather than as breeding grounds of mosquitoes. The value of wetlands as wild life habitat is also being appreciated. He pointed out that Keoladeo Ghana National Park in Bharatpur (Rajasthan), supports over 300 species of resident and migratory birds, including the migratory Siberian cranes

which come all the way from Siberia to breed in Bharatpur.

Most of the wetlands are categorized as Valley lakes like—Wular, Dal, Anchar, Manasbal, Malgam, Haigam; forest lakes like Nilnag in Pir Panjal range and Glacier or high altitude wetlands of Ladakh and Tibet plateau like—Alipather, Sheeshnag, Pangong, Tso Kar, Tso Morari. The lakes occurring at low altitude (600m) in Jammu region in the lower Shivalik Himalayan ranges have been referred to as Shivalik lakes which are Mansar and Saruinsar.

Despite current efforts being made to understand and save this enigmatic ecosystem, it is too late to restore many areas that have already been drained and reclaimed for agricultural or urban expansion. Other precious habitats are seriously threatened. Siltation is the major problem, particularly in shallow lakes and some of them have almost disappeared due to lack of awareness and proper attention.

A beautiful water body at Sanasar tourist resort has almost disappeared and Sukhna lake, a man made wetland in Chandigarh has lost most of its water holding capacity. Srinagar’s Dal lake has been threatened by eutrophication (nutrient enrichment) and weed infestation. Agricultural run-off and pesticides are playing havoc with the biota of many wetlands while the construction of dams and barrages on rivers pose a threat to down stream fisheries, flood-plains and costal deltas.

A senior officer of the J&K Environment and Remote Sensing Department said there was urgent need to conserve dwindling wetland resources. Merely passing legislation and fencing off the wetlands was not enough. Integrated wetland management which can benefit both man and animal and at the same time maintain the ecological character of the ecosystem, offers the solution to the conservation of region’s water-logged wealth.

In response to a question he said that under conservation measures for wetlands, protection and siltation control are the two important aspects besides pollution control. An effective network of protected areas consisting of National Park, sanctuaries and bio-spheres reserves have been set up in the country for protection of wild life. Many wetlands are included in this network.

Efforts were being made to include remaining identified wetlands under the network and the respective state governments concerned with these protected areas. For siltation control, soil conservation schemes like construction of water harvesting structures, gully control, check dams, stream bank erosion control etc. are being adopted by the Department of Soil Conservation and regular funds are provided by the Central and state agencies for the purpose. As most of the wetlands are associated with the riverine systems of the country, monitoring the water quality of major, medium and minor river systems have been undertaken on extensive basis by Central and State Pollution Control Boards. Monitoring of rivers and ground water is also being done under Global Environmental Monitoring Systems and Monitoring of Indian National Aquatic Resources, he added.

The concerned Ministry has been assigned the responsibility of carrying out environmental impact assessment of developmental projects in various sectors in order to ascertain the over all impact on the environment.

Poverty might retard their growth but determination keeps hopes alive.

And, what could be the extent of determination and commitment than shown by a handful of slum children whose class-rooms on shanty piece of sandy surface are demarcated by boulders which they bring from nearby Tawi bed in pursuit of Shikhsha.

‘We are the students of Bal Bhavan Pathshala that is located in the open under four trees, one of them barren, Mukhya Mantri Ji’, a student told the Chief Minister Dr Farooq Abdullah the other day at a function organised by Viraj Kala Kendra at posh Gandhinagar here.

‘I will visit your Pathshala myself’, replied the CM.

Keeping up his commitment, the Chief Minister this morning visited Nagrota Bypass and inspected the school, run by a non-governmental organisation to spread education among the children of labour-community and slum dwellers.

Not so away from the fast-growing city of Jammu, that takes pride in high profile English medium schools and convent culture, lies the Patshala that is a symbol of devotion and dedication. In all 100 children are in on the rolls of the Pathshala that is run under the shadow of a few trees on Tawi banks. Though poor, they are fortunate to have ‘visiting faculty’ comprising caring and missionary university students.

Dr Abdullah assured the NGO that steps would be taken to transfer the nearby building constructed by an organisation to the school and issue regarding passage to it through the army cantonment would be taken up with the defence ministry. He said measures would also be taken to develop and level the vast patch of area to serve as play field for the school goers and suggested the management to name the institution as ‘Shanti Niketan Jammu’.

He complimented the NGO for taking care of ‘not-so-better-off children’ by blessing them with education and vocational training courses for poor women of the area. He interacted with the students and enquired from them about the places they had visited. On being told that some of them have seldom gone to Jammu- just a few kilometers away- Dr Abdullah presented Rs 7000 and ordered deployment of a bus for their picnic to Kud tomorrow. He also assured that possibilities would be explored for their Bharat Darshan during the winter.

The Chief Minister also evinced keen interest in the cultural programme presented by tiny tots in colorful costumes and patted young children for their paintinings. Impressed by the anchor-ship of a ninth class student, Aarti, a product of the Pathshala, Dr Abdullah gave away a cash prize to her.

He appreciated the products made by women of under-privileged sections of the society and said that longing for economic emancipation among rural and poor women is an encouraging sign that will go a long way in improving economic conditions of the society as a whole.

Dr Abdullah also thanked a group of university students for thronging the place to guide the students and hoped that they will keep it up.

Giving resume of the Viraj Kala Vidyalya, its President Prof. Reeta Jeetendra said that besides running the Pathshala, the NGO trains rural women in various crafts and ensures marketing of their products. She said the products being of standard quality have a good market.

The General Secretary of the NGO, Ms Raj Bharti also spoke on the occasion.

In her vote of thanks, Ms Deepika Suri, a young IPS Officer (1999 batch), daughter of the Director General of Police, Mr A K Suri, who worked as a teacher in the Patshala for quite a time last year said that she has found the small kids bubbling with talent. The encouragement by the Chief Minister will inspire them to achieve their objectives in life with a spirit of zeal and devotion, she added.

Over 48 lakh pilgrims visit Vaishnodevi

Katra, Dec 9: A record number of 48.87 lakh pilgrims from various parts of the country have sofar visited the holy Cave Shrine of Sh. Mata Vaishnoo Devi Ji, since January 1st this years.

During the corresponding period of last year 43.75 lakh pilgrims had darshan of the holy Cave Shrine. Thus the pilgrimage has registered an increase of over 5.12 lakh pilgrims from the last year.

During the month of November as many as 419,628 devotees have paid their obeisance in the holy Cave Shrine, of them 3,76,328 pilgrims were from outside the State.

Presently 5000 to 7000 pilgrims are daily reaching at the base camp Katra town for their onward journey to the holy Cave Shrine.

The Shrine Board have also taken renovation of Bheron Mandir Complex area.

The number of yatries who reach Bheron Ghati after having darshan of the holy cave shrine of Shri Mata Vaishno Devi Ji is increasing day by day. Besides, other developments of this area an amount of RS.18 lakh is being spent for improvement and remodeling of stairs from Mata-Ka-Bagh to Bheron Ghati.

Apart from executing several beautification and development works, Sh.Mata Vaishnoo Devi Shrine Board have constructed number of view points-cum-cafetarias on and enroute from Ban Ganga to Bhawan. Three such view points cum-cafetarias on alternative track which connects to Bhawan from Adkunvari are functioning where cold drinks, coffee, tea and eatables are provided to the pilgrims at reasonable rates. The rates being charged are much less than the rates charged at various tourist stations in the country.

Over Rs 72 lakh being spend in Jammu, Kathua

Jammu, Dec 9: Over Rs.72 lakhs are being spent in the Command Area of Jammu and Kathua districts during the current financial year.

This was disclosed at the 23rd Governing Body Meeting of Command Area Rural Development Agency held here today. The Director Command Area Development, (CAD), S Charanjit Singh presided.

The meeting was apprised that out of the total allocation, Rs.45 lakh are being spent in Kathua and Rs.27 lakhs in the Command area of Jammu districts.

It was disclosed that the Agency comprises of six blocks. Vijaypur and Samba fall in Jammu district whereas Barnoti, Ghagwal, Hiranagar and Kathua blocks fall in Kathua district. The six blocks have 107 Panchayats, 732 villages spreading over 1,71,107 hectares with a population of over 3.84 lakhs.

The meeting was further apprised that during the current financial year under Swaran Jayanti Gram Swarozgar Yojana 250 Swarozgary individuals will be provided financial assistance for setting up income generating units involving Rs.27 lakhs as subsidy in Command Area Development Blocks of Kathua district. Under groups activities, 26 groups have been formulated against the target of 45 groups. In addition, Rs.9 lakhs have been earmarked as infrastructural fund. Beside a provision of Rs.4.50 lakhs each have been kept for training and revolving fund respectively.

In Jammu district, 143 individual swarazgaries will be provided subsidy of Rs.16.49 lakhs. Under group activity, 16 group have been formed so far. Besides, 5.48 lakh has been kept as infrastructural fund. In addition, Rs. 5.40 lakhs have been provided as ‘training’ and ‘revolving’ fund.

Speaking on the occasion, Mr.Singh said that the Union Government have launched a number of poverty alleviation projects with a view to raise economic standard of the people living in rural areas. He impressed upon the people especially living in CAD areas to get maximum benefit of these programmes. He also stressed up various banking institutions to provide loans on easy installments to the people for starting their income generating units.

On the occasion, MP, Vaid Vishnu Dutt who was also present said that corruption was eating into the vitals of our society. He said this menace was the worst enemy of our culture. He appealed the NGOs to create awareness among the people about the projects launched by the Union Government for the welfare of down trodden section of the society.

Among others the meeting was also attended by the Legislators of Jammu and Kathua districts, Project officers of Jammu and Kathua, BDOs and representatives of banks and social organisations.

DGP's directive to SSPs

Jammu, Dec.9: With a view to redress the grievances of people regarding law and order, the Director General of Police, Mr.A.K.Suri has issued directions to District SSP’s for installation of complaint boxes at prominent places at district headquarters in the State. All such complaints will be routed to the DGP for his examination and final redressal.

Four such prominent public places in Jammu city have already been identified where the complaint booths will be set up. These places are Tourist reception Centre, General Bus Stand, Railway station and Hospitals.

Places in Srinagar city and other district headquarters are being identified where the complaint booths will be set up very shortly.

In the meantime Mr.Suri today made round of all the police wings housed at Police Headquarters after assuming the charge as State Police Chief. Inter-acting with the officials, he said welfare of a common man must be their main concern and they, he added, should work towards that end with sincerity and devotion. He also stressed for prompt disposal of work assigned to them. " The system should work spontaneously. It should not stagnate and wait for a push every time", Mr. Suri said.

Rotary Club holds Pulse Polio awareness rally

JAMMU, Dec 9: To educate the general public about the dangerous polio virus crippling children, Rotary Club, Akhnoor took out an awareness rally in Akhnoor town.

According to a press release, students of various schools of Akhnoor town and adjoining areas participated in the rally which started from the Link Road and passing through main bazaars before culminated as SDH Akhnoor. The school children carried placards and banners displaying and alarming the public about the dangers of polio virus and the date of immunization. Tehsildar Akhnoor, Mr B R Malagar led the rally. Teachers of various schools alongwith their students, doctors and prominent citizens besides members of Rotary Club Akhnoor and I W Akhnoor participated in the rally.

Speaking on the occasion, Dr (Mrs) Neera Singh of SDH Akhnoor underlined the dangers of polio virus and need of immunize children upto 5 years of age. Mr Malagar, Tehsildar Akhnoor emphasises the need of educating people about the danger of polio virus. He lauded the role being played by the Rotary Club, Akhnoor, not only in creating awareness but taking action in eradicating the dreaded polio disease.

Mr Suraj Mahajan, president of the Rotary Club Akhnoor reiterated the committment of the Club to eradicate the dreaded polio disease from the area. He thanked Mr Adarsh Gupta, chairman of the rally and Mr Manohar Lal, ex-Zonal Education Officer for their active participation and management of the rally.

HC directs to admit petitioner in MBBS course

JAMMU, Dec 9: Justice T S Doabia of the State High Court Jammu wing has directed the State of Jammu Kashmir, Competent Authority Entrance Examination through its Chairman and Controller Competent Authority Entrance Examination Jammu that the petitioner is held enttiled to admission in MBBS course for the session 2000-2001 against the actual line of control category seat.

"The respondents (authorities) would accordingly, take remedial measures at their own level. If any person has to be dislodged of the seat, then that person be heart. If it is possible to adjust that candidate, the respondents are left free to do the same" the court held.

This court direction was passed in a writ petition filed by Sushil Kumar Sharma through advocate S K Anand where in it was submitted that Avishekh Chouhan, who had obtained 164 marks should have been selected for undergoing MBBS course for the session 2000-2001 in the open merit category. According to him if this is done, then the seat reserved for category of candidates belonging to actual line of control would become available for the petitioner. In the petition, it was further submitted that the last candidate who came in the open merit category is one Tahir Ahmed Nayyer Paddar. It was also submitted that by giving seat to one Avisheikh Chouhan, in reserve category, the cause of petitioner has suffered.

While allowing the petition, Mr Justice Doabia observed that the stand taken by the respondents is that reservation is available in Government Institutions and non applicable to the private Institutions. It is submitted that total number of seats available in the Government Medical College are 243. The share of ALC category candidates is three percent.

It was further submitted that while applying this principle, the total number of seats to be provided to the ALC candidates in Government Medical Colleges came to seven. As per the respondents, this stand was rightly allocated. The plea taken by the petitioner that Avisheikh Chouhan should have been taken in the open merit category and thereafter the seat becoming available should have been given to the petitioner, is a stand which is not specifically denied. The right way of looking at the matter is the same as projected by the petitioner. A candidate who is claiming benefit of reseve seat, if he comes high up in the merit in the open merit category, then has to be adjusted against that vacancy and the resultant vacancy has to go to the candidate in the reserve category.

Absconder nabbed after 30 years by Samba police

JAMMU, Dec 9: Samba police have arrested five notorious absconders including the one who was evading arrest for the last 30 years.

Police sources said Bashir Ahmed son of Nathu, a resident of Durgatar in Batala area of Punjab was nabbed by police from Batala today. He was wanted to Samba police in a cheating case for the last 30 years. Besides, four other absconders were also arrested by police.

Arrests were made by a police party of Samba police station under the supervision of SHO S S Samyal.

Poster-making contest held at SPMR College of Commerce

JAMMU, Dec 9: In connection with the AIDS Week, the Government SPMR College of Commerce Jammu hosted a poster making competition organised by the J&K State Resource Centre, Kashmir University represented by Dr Nikhat in collaboration with the Population Education Resource Centre, Jammu University.

According to a press release, AIDS awareness lecture series was also conducted in conjunction with this competition and extremely educational and motivational lectures were delivered by Prof Kapoor, Prof Poonam Dhawan, Director Continuing Education, University of Jammu and Prof. Madhu Gupta, incharge Population Education Centre.

The first three prizes of Rs 400, 300 and 200 each for poster making were awarded to Mr Ashish Kumar of part-III, Gopal Krishan of B.B.A part-I and Mr Sanjay Pawar of B.B.A part-III. Two consolation prizes of Rs 100 each were also awarded to Mr Sunil Kumar and Mr Rajan Mishra.

The function was presided over by Prof. Rita Munshi, Principal of the Government SPMR College of Commerce and proceedings were conducted by Mr Ajeet Angral who thanked Prof J R Bharti for his active contribution in the organising the function.

Prof V K Kapoor, Prof Vijay Kotwal and Prof G L Thapa were judges in the poster making competition.

Allow Kashmiri leaders to visit abroad: Bhim

NEW DELHI, Dec 9: President, Jammu and Kashmir National Panthers Party Prof Bhim Singh has demanded that all Kashmiri leaders who are political process should be allowed to visit any country of the world.

In a press statement issued here today, Prof Singh urged upon the Prime Minister Atal Behari Vajpayee to issue the passport to the chairman of the Hurriyat Conference Prof Abdul Ghani Bhatt, Shabir Ahmed Shah, Yasin Malik and all others who have applied for the passports and fulfill necessary conditions.

He said that every resident of J&K on both sides of the Jammu and Kashmir is a citizen of India and the residents of Jammu and Kashmir can not be deprived of their political background. The Government of India has no business whether a passport holder goes to country A, B or C.

The NPP leader further accused RSS and BJP for raising bogey of trifurcation of Jammu and Kashmir and reiterated that the re-organisation of the entire state of Jammu and Kashmir as it existed on August 16 is essential and inevitable in the interest of peace, unity, secularism and progress of the sub-continent.

Sikh organisations condemn Wazir’s action

JAMMU, Dec 9: All J&K Sikh Progressive Front in a meeting held here today took serious note of arbitrary decision of S. Sudershan Singh Wazir, president J&K Gurudwara Parbandhak Board suspending District Gurudwara Parbandhak Committee Jammu on December 7.

As per a release, a meeting in this connection was held under the chairmanship of Rajinder Singh ( Brigadier) in which the members strongly condemned the act of Mr Wazir. He said that Board has no legal or constitutional powers as per the Act to dislodge the elected body this way.

He claimed that Sikh Sangat of the region do not acknowledges the so called adhoc committee installed by Mr Wazir for Raghunath Bazar Gurudwara. The Sikh leader further alleged that Wazir was causing division in the community and it will have dangerous consequances. He feared law and order problem in the region if the Administration did not played it desired role at this crucial juncture.

Meanwhile, executive body of Muzzaffarabad Samaj Sudhar Sabha (J&K) in a meeting held at Nanak Nagar strongly condemned this undemocratic and irresponsible act of the Board which dislodged elected committee of Gurudwara Sri Guru Singh Sabha R N Bazar, Jammu. Capt Pritam Singh who chaired the meeting appealed all the Sikh community members to restrain any untoward happening. He further urged upon the state government to maintain law and order and the sanctity of the religious places.

Dr Kalla awarded for his contribution to Hindi

JAMMU, Dec 9: Dr B N Kalla, a renowned Hindi and Sanskrit scholar from Jammu and Kashmir was honoured by Dr Priya Ranjan Trivedi an eminent Scientist and Hindi Scholar, in the Millennium World Hindi Conference held in New Delhi from September 14 to 23.

Dr Kalla received this award for his contribution to Hindi language and literature in the non Hindi speaking areas of Kashmir.

His research oriented papers in Hindi have been published in the proceedings of All India Oriental conferences, International Sanskrit Conference (1972) at Delhi, Seminar of Delhi University, 1998, Seminar of Akhil Bharatiya Hindi Sanstha Sangh, Gurgawon, Haryana, 1998, All India Kalidas Seminar organised by Government Hamidiya Art and Commerce College, Bhopal 1994, (MP), Seminar of All India Nagri Lipi Perished, Tirupati, 1997 (Andhra Pradesh), Seminar on Kashmir Shaivaism organised by Post Graduate Department of Sanskrit, Jammu University, September 11-13, 2000, seminar organised by Bhagwan Gopinath Ji Trust, Jammu, Seminar on Lal Ded by Shri Nityanand Shastri, Kashmir Research Institute, New Delhi.

Prof. Kalla has also attended the Third World Hindi Conference, New Delhi, Hindi Sahitya Sammelan Prayag, (Allahbad), 1998 and conference organised by Shri Nityanand Shastri Research Institute, New Delhi in 1998.

His papers in Hindi regarding Kashmiri language and literature, Kashmiri History and Culture, Kashmir Philosophy (Kashmir Shaivaism) and Paleography etc have been published in various journals of the state and country.

Prof Kalla has also translated many Kashmiri poems , many entries of Encyclopedia of Kashmiri in Hindi besides many Kashmiri stories.

JAMMU, Dec 9: A students chapter of Jammu Consumers Council was launched in the University of Jammu here today. The objective is greater involvement of the youth in sensitising the society about their rights and responsibilities as consumers.

Professor R R Sharma, Vice Chancellor of Jammu University, who was the chief guest at the function, welcomed the participation of the students in the important consumers’ movement for good of the society. To the office-bearers of the newly constituted Jammu University Students Chapter, he wished then all success in creating awareness among the masses about consumers’ rights.

Jammu Consumers Council (JCC) has nominated office-bearers for the newly set-up Student Council with Deepika Salathia of Environment Department as chairperson of the students chapter. While Gohar Hafiz Fani of Law department is general secretary, Navita Bakshi is secretary and Sunil Kumar is senior vice-chairperson, Ravinder Jangral and Firdous Khursheed are vice-chairpersons.

Three joint secretaries are: Tamkeen Kishtwari, Namrita Gupta and Ravi Sharma with Raman Raj of Urdu department as treasurer. Arti Sharma has been made publicity secretary.

Mukesh Bali of Budhist Studies is the convener of the 10-member Managing Committee. Its members are: Deepika Salathia, Sagar Mirza, Firdous Khursheed, Arshad Zeshan Gohar Hafiz, Abdul Rasheed, Imtiaz-ul-Abrar, Rekha Rani, Sujata Sharma and Manisha Sharma.

Faculty members: Dr Shohab Malik, Mrs Anupama Shawney and Mrs Seema Sharma have also been associated with the students chapter.

Prof Zahur-ud-Din, Registrar asked the students to take up the challenging task of creating awareness among the people especially in the rural areas. Prof N A Ganai, Dean Students Welfare threw light on the legal aspects of consumer movement, while Prof SPS Datta, Head, Environment department underlined need for taking up issues relating to pollution. Prof Lalit Magotra, Head, Computer Sciences, welcomed the participation of youth in the consumers movement.

Mr M M Khajooria vice-president of Jammu Consumers Council, who presided, stressed need for launching a vigorous campaign to create awareness about rights of the consumers both in urban and rural areas.

Mr Jatender Bakshi, secretary general, JCC, spoke about the aims and objectives of the organisation started during 1990 in Jammu. He also gave details of activities and achievements. He disclosed that the Students Chapters have already been opened in various Colleges in Jammu city and it is proposed to set up such chapters in Degree colleges at Udhampur shortly.

Seema Sharma, a student now associated with the consumer movement said the students of Jammu University will put forward their best foot in creating awareness among the people.

The function held in the meeting hall of Environment Sciences department was attended among others by Prof A N Sadhu, Dean Academic Affairs, faculty members, a large number of students, scholars and prominent citizens.

Harbans Singh presents cash award to BSF jawans

JAMMU, Dec 9: Deputy Chairman, Legislative Council, Mr Harbans Singh who today visited the Kubba Chack BSF Post near village Treva in R S Pura Sector where the infiltration bid of Pakistani intruders was foiled by the brave BSF jawans yesterday announced an award of Rs 15,000 in favour of the BSF personnel instrumental in foiling the infiltration bid.

As per a release, Mr Singh was all praise for the BSF jawans guarding the border. He said the jawans are always vigilant and duty bound. Among this amount Rs five thousand will be given to the next kin of the deceased BSF jawan who was killed in the encounter and two thousand rupees each among the other jawans who participated in the encounter.

Mr Singh was accompanied by commandant 143 Bn BSF.

4 Jammu units accorded ISO 9002 Certification

JAMMU, Dec 9: Four local units of Jammu have achieved a major feat on being accorded ISO 9002 certification from Det Norske Veritas (DNV) Hovik Norway, Netherlands.

This certificate is for internationally approved quality management system.

The four units of Jammu who have been accorded this certificate include Meera and Company Limited— for diesel general sets; Star Plastics— for plastic water storage tanks; Power Flows— for submersible pumps, centrifugal monobloc pumps and electric motors and Rainbow Plastics—— for PVC Flushing Cisterns, Toilet seat covers, paints pails and other injection molded items.
