Plea to Director Education

Sir,

We seek to draw the generous attention of the Director School Education Jammu through the medium of your esteemed Daily towards the following few submissions for his immediate action thereon:-

That there are many G P Fund and Time bound promotion cases of Migrant teachers, masters, lecturers etc. which are lying pending in the Accounts Section of the Directorate of School Education Department for a pretty long time.

The said cases are duly completed ant the GP Fund statements issued by the DDOs and the GP Fundschedules issued by the DFOs concerned are also enclosed with the GP Fund cases but even then some unwanted objections are raised by the Accounts Officer to Directorate office which is creating hurdles in settling these cases. We fail to understand if almost all the formalities are complete then what is the accounts section waiting for ?

We have tremendously suffered and are still suffering for settlement of GP Fund/Time bound promotions cases, but it is very strange that the Director School Education is not seriously taking any action in this regard.

Therefore, we request the Director School Education, Jammu once again through your esteemed paper to direct the Accounts Officer of your Directorate to avoid to raise the unnecessary objections and to settle all the G P Fund as well as Time Bound Promotion cases as early as possible.

Power Curtailment in Jammu

Sir,

Previously, there used to be a fixed power curtailment schedule in vogue in Jammu. Accordingly, consumers were aware of it. Now situation is different these are unpredictable like weather. In addition to the curtailment there are other curtailments also such as due to rain, wind, sub-station trouble and at consumer's service line i.e. break of fuse etc. Overall a common consumer does not get supply more than three to four hours daily. This has created inconvenience to the consumers which is indescribable.

Now the situation is that a consumer does not know any thing about the curtailment programme as nothing comes in the media. It is presumed that the department does not frame any curtailment programme and it has been left on the sweet will of Switch Board Attendant who operates at Receiving Station at Grid Station. This kind of curtailment is dangerous because when there is shut down they (consumers) presume it is under curtailment programme and they start to work on naked wires and when suddenly power is restored it hurts consumers. Consumers are unable to chalkout their required time table and in this condition there is always danger for them.

It is therefore, requested to the concerned authorities to observe a strict power schedule which would be beneficial for both the consumers and the department.

It is hoped that the Department would take necessary steps in this regard at the earliest.

Construction of Ghour Amb Gharota Canal

Sir,

On going through the advertisement regarding Birth Anniversary of Sher-i-Kashmir, Late Sheikh Mohd Abdullah under the caption "Farmers tribute to Sher-i-Kashmir" on 5th Dec. 2000, it has compelled me to pen down some lines.

I would like to point out that though Late Sheikh Mohd Abdullah made vigorous efforts to make the State self-sufficient in food grains, yet the State is far behind in the production of food grains we still depend up on the Central Government for provisions of food items. It is not out of place to mention here that nothing can be achieved in the field of agriculture production, unless we make honest efforts and put hard work. After the death of Late Sheikh Mohd Abullah, the succeeding Governments did not make earnest efforts to make the state self-sufficient in respect of food grains. Our present leaders who are running the Government, are talking to make the State self sufficient which clearly indicates that in the past they did not bother to take any step in this regard. Today they are merely talking and doing nothing.

I may cite a case which proves that the Govt. as well as the Irrigation Deptt. authorities are not projecting the things in a serious manner with the result the public money has been wasted which has not produced any fruit so far. A canal from River Chenab which would branch at Ranjan Morh was proposed, and it was finalised a few years ago to get the Kandi land from Village Ghour Amb Gharota to village Gurah Brahmina (Ban Talab) Jammu irrigated.

The expenses estimated for the construction of this canal were about rupees 15 crores.

Accordingly, the survey was carried out along the road side.

But at the same time, this survey was shifted to lower side of the whole area and almost half of the fertile land was left out on the plea that the Government canot afford rupees 15 crore, and now the Government would provide rupees 8 crores only. Now the canal has been proposed to the lower side. Then it was constructed form the Ranjan Morh upto village Lower Thathar but that too was left incomplete with the result the people (poor farmers) did not harvest any benefit with the construction of this canal. It is lying incomplete and dry at all since long. It is not understood asto why this canal has not been constructed as was proposed earlier.

It would have helped the farmers and there would have been increase in the production of food grains in the State.

Keeping in view the serious nature of the matter, I would earnestly request to the Chief Minister. Dr. Farooq Abdullah to look into it personally and take further steps, action to complete this project of canal so that the poor farmers of the kandi area are benefited.
