Astrology loses repute in Ladakh

Leh, Dec. 2: Once cradle of the society Astrology has lost the repute that it used to enjoy during the kingship in Ladakh and this diminishing practice, though highly established Buddhist science, got some boost with the formation of Hill Council whose funds to organize seminars aided this dying discipline.

Whether it’s a birth of a child, an initiation of a work, a celebration or a death in every sphere an astrologer’s advice was nearly a customary obligation and considered very important earlier. Even nowadays an astrologer’s help is sought especially in preparing a child’s horoscope, on a death of a person and in several other instances. However, with more and more educated people it is losing its glory of the past.

Yet with little aid astrologers meet occasionally in seminars in their effort to come up. A weeklong training on astrology organized by Ladakh Amchi Sabha that ended today had a fairly good participants of over 70 from all over Ladakh. During the exercise conducted under the two eminent astrologers Thupstan Shanfan and Venerable Lobzang the astrologers of all ages discussed and learned about the various aspects of the system.

However mere holding such meetings is not enough to encourage these astrologers who seem to bear a feeling of negligence in the wake of the popularity of its sister Amchi system. This is apparent by their collective expression that Astrology has much more role to play in day to day life than Amchi system. According to Thupstan Shanfan, this is a dire need of establishing a separate institute on this established system, whose origin is attributed to the Buddha and Manjushri. And this system has been always a significant part in the lives of the people of Ladakh since the beginning.

The practitioners can be classified into two called rTispa and Onpo. While rTispa on the basis of his calculations merely advice and give instructions where as Onpo performs the rituals while practicing it. Shanfan said, earlier rTispas and Onpos were given a special status by the King, who had bestowed several privileges including exemption from many obligations and also they also used to get the help from other community members in their household works. However, that status has greatly reduced and only in a few villages Astrologers enjoy some of the customary privileges.

68-year-old Phuntsog, an Onpo from Taru village said, his family still enjoys exemption from some of the community obligations and they were even kept out of the compulsory porters’ list during the Kargil war. Such surviving customs apparently is the mere cause for its practice today, otherwise is devoid of any substantial benefits in monetary terms. Thupstan Shanfan said, the diminishing interest among the people has further reduced the benefits of meager amount they are offered in their service.

DLC holds extension lecture

JAMMU, Dec 2: Dogra Law College, Shastri Nagar Jammu organised an extension lecture on "Contour of criminal liability with special reference to mens rea", which was delivered by Prof Shyam Singh, Department of Law, University of Jammu.

As per a release Prof T N Shalla, Principal Dogra Law College in his welcome address explained academic calendar set for the current semester to achieve academic excellence. He detailed various innovative measures being taken by the college in this connection. He said the college is celebrating Law Day and arranging a special lecture by Mr Justice R P Sethi, Judge of the Supreme Court in addition to series of extension lectures by experts in the field, today’s lecture being the third in the series.

Prof Shyam Singh in his lecture traced the genesis of criminal liability to common law Maxim Actus Non Facit reus nisi men sit res. He further pointed out that criminal law in England is a part of common law while as in India it is governed by statutory provisions of Indian Penal Code. While making distinction between civil liability and criminal liability he emphasised that basic principle of criminal law is to make the society cohesive. That is why punishment is perceived by statute for various offences. On the other hand, scope of civil liability is confined to two parties only as damages awarded to the wronged person is supposed to meet the ends of justice.

According to the learned speaker the foundations of criminal liability rest on presence of two elements (i) actus reus, and (ii) mens rea. The actus reus speaks of physical conduct prohibited by law. But mere actus reus is not sufficient to create criminal liability. There is need of presence of mens rea to make offender liable. The speaker explained the point by by giving suitable illustrations. In order to make a person liable under criminal law there should be a guilty mind at the back of prohibited act. The law punishes if the mind goes with the act, so that no one will repeat it. Under common law no mens rea, no offence. And under Statutory law, facts alleged must come within the scope of a specific offence, to make a person liable.

Explaining the contours of criminal liability under Indian legal system, Prof Shyam Singh referred to some fundamental postulates. The prosecution must prove its case beyond reasonable doubt.

Reverting to the scheme of IPC, the speaker said that Code contains some general provisions such as Section 34 and149; defines specific offences and prescribes their punishment and incorporates some general expectations.

Prof Singh while referring to presence of mens rea under the Code, explained that some words denoting mens rea such as intension or knowledge provide a key to it. But whenever, there is no mention of such words, legislature is presumed to have preferred strict liability. However, the Supreme Court has held that mens rea is to be considered while fixing criminal liability except when it is expressly or impliedly excluded. The guidance can be had from the objective of the Act.

The function concluded with a vote of thanks to the speaker and the guests.

Vegetable gardening programme for Urban women

JAMMU, Dec 2: Minister of State for Agriculture, Mr T Namgyal has said that house wives can adopt gardening without much financial involvement. He said that technical know-how can be had from experts of Agriculture department or from print and electronic media.

Inaugurating one day training programme on vegetable kitchen gardening for Urban women here today, Mr Namgyal said that all most of all the urban households have little space for vegetable cultivation therefore the terrace gardening kitchen gardening and even inter cropping of vegetables in floral beds may come up in the town and cities not only to increase the aesthetic look of the houses but also to meet the nutritional requirement of a family to a greater extent.

Mr Namgyal said that this kind of training camp for Urban women on vegetable kitchen gardening is in fact a step in the direction of popularising vegetable cultivation in Urban areas. He appreciated the Agriculture department for holding such programmes and said that educating the Urban women for kitchen gardening may improve the health, family saving and the national economy as well.

Mr Namgyal assured the Director, Agriculture, Jammu that all necessary financial assistance would be provided out of discretionary funds for holding of such training programmes in other parts of the region for the welfare of Urban women folk.

Speaking on the occasion, the Special Secretary, Agriculture asked the Urban women to utilize their spare time in a constructive way in vegetable gardening for which training is being imparted from nutritional, economic, recreational and aesthetic point of view. He asked the women to adopt it as a hi-tech hobby.

Director of Agriculture, Jammu while welcoming the guests and participants stressed the need to utilize every inch of available space for kitchen gardening so that vegetable requirements at domestic level are fully met.

Representative of National Fertilizer Limited said that Bio-fertilizer would be introduced with the chemical during Rabi season this year.

The technical session was attended by the vegetable experts of Agriculture Department and house of Urban areas.

The trainees were imparted training about the use of improved and hybrid seeds and fertilizers and were provided with technical handouts literature besides seeds and fertilizer kits free of cost.

The training programme was organised by the Agriculture department, Jammu in collaboration with National Fertilizer Limited (NFL).

UDHAMPUR, Dec 2: A grand farewell was accorded to IGP Masud Choudhary, posted as Director S K Police Training Academy, Udhampur by the officers, other staff and recruits of the academy here today.

According to a release, a farewell parade was held in the honour of outgoing Director. Contingents from all the trainee courses including Prob. Sub-inspector, unarmed combat, commandos, SIs/ASIs from Armed Police participated in the parade. The Director took the salute on the occasion.

Mr Ashok Gupta, IPS AD( Adm) and Mr Ravinder Kotwal, IPS AD (Outdoor) recounted the achiev-ements made in the Academy during the stay of Mr Choudhary, lasting more than three years. It was during this period that Police Training College was upgraded as Academy, they added.

During this period thrust was laid on practical orientation for trainees to give feel of ground realities. In this context, simulated exercises and practicals in Forensic Sc. Labs and Computer Labs demonstration on ambush, camp security, smashing of hide-outs and use of security gadgets in VIP security were organised.

Mr Masud in his address highlighted the importance of training in moulding a raw recruit into a professional cop capable of meeting daunting challenges in present security scenario. He described the training centre as one of the best Police Academies in the country.

He extended thanks to the staff of the Academy for their cooperation during his stay. A dinner was also arranged by the officers of the Academy and special guests from Army,BSF and Civil had also been invited.

JAMMU, Dec 2: Despite unprecedented boom of vehicular population in both the cities of Jammu and Srinagar in recent times, traffic police inspite of being crippled with shortage of manpower has been successful in ensuring strict road discipline.

The traffic police has launched a drive against defaulters of Traffic rules and besides challaning 192376 vehicles during 1999 and 162323 vehicles upto October 2000 and realised revenue of Rs 2.53 crores during 1999 and Rs 2.36 crores upto October 2000 in shape of fine. The imposition of fines play a vital role in curbing menace of traffic violations. To imbibe traffic sense among common people, Traffic police conducts traffic safety week in the twin cities of Jammu and Srinagar every year.

The traffic police have also launched its drive in the direction of environmental protection. The traffic police challaned 5506 vehicles during 1999 and 5219 vehicles till October 2000. For emitting excessive smoke, which is the main cause of air pollution, further 1400 vehicles were challaned during 1999 and 768 vehicle till October 2000 for using pressure horns, which causes noise pollution.

Besides, domestic traffic load of 2,99,171 vehicles on J&K roads existing as on March 31, 2000, every year about 50 lakh Yatris visit Vaishno Devi Shrine and over one lakh visit Amarnath Cave, which roughly adds one lakh vehicles on the state road per year.

No figure in respect of vehicles belonging to non-civilian and para-military forces is available which will further fatten the already mentioned figure of vehicle population. In the recent survey roughly 90,000 vehicles of all categories cross the Tawi bridge daily.

Against such a huge volume of traffic, Traffic police comprising of only 750 personnel of all rank and file strive hard to cope up with the responsibility entrusted on them.

In order to assist common people and act immediately upon the complaints of commuters, traffic assistance booths have been erected at all important crossings and important places. Besides, complaint cards have been introduced and are available with all officers for redressal of commuter complaints. An average appeal is being made to all commuters and transporters to co-operate with traffic police in making the roads of Jammu and Kashmir free from hazardous travel, said a release issued here today.

Khan wins maiden Kalkur Award

JAMMU, Dec 2: The United News of India (UNI) Jammu Bureau chief Mr Mehboob Khan has won the maiden U R Kalkur Award for excellence in agency journalism in the country.

This annual award has been instituted by Kerala UNI Staff Association to perpetuate the memory of renowned Editor and writer late U R Kalkur, the former Chief Editor and General Manager of the premier news agency—UNI.

The award, perhaps the first, exclusively for agency journalists, is intended primarily to recognise talent and highlight the role of the agency journalist in the field of news dissemination. The award consists of a cash component of Rs 10,001, a citation and a plaque designed by renowned artist Mahendran.

A young and dynamic journalist Mr Mehboob Khan is reporting Jammu and Kashmir since last three years. During this period, he excelled himself in the field of human rights, which earned him month long "Fellowship of International Institute of Human Rights at Strasbourg, France in July 2000.

Patwari sentenced to 2 yrs RI

SRINAGAR, Dec 2: The court of Special Judge, Anti-Corrpution, Srinagar has convicted and sentenced Mohammad Syed Shah Qadri, Patwari to two years rigorous imprisonment and a fine of Rs 10,000.

He was convincted and sentenced in case FIR No 4/92 registered at Police Station Vigilance Organisation under Section 5(2) Prevention of Corruption Act, 2006. The court has further sentenced the accused to one year imprisonment under Section 161 RPC.

The Vigilance Organisation had registered the instant case on a complaint lodged by Ms Hameeda alleging that the Patwari Halqa Barinambal Srinagar was demanding bribe from her in order to rectify the entries in the revenue records.

In the course of investigation the allegations were frima facie found established against the Patwari. Accordingly on receipt of sanction to the launching of prosecution proceedings against the Patwari, the challan in the case was presented in the court of law by the Vigilance Organisation for judicial determination. In the course of trial of the case, the court was convinced with the investigation report and accordingly sentenced the accused Patwari to undergo rigorous imprisonment for two years with a fine of Rs 10,000. The accused was further sentenced to one year imprisonment under Section 161 RPC.

Meanwhile, the State Vigilance Organisation presented challan in case FIR No 38/91 Police Station Vigilance Jammu against Dhian Singh, the then Manager Cooperative Society Jammu in the court of Special Judge, Anti-Corruption Jammu.

The case related to misappropriation of public funds by the accused in persuance of a criminal conspiracy with the Accountant of the Society.

The accused had tempered the records and even destroyed some of them to save themselves. The investigation established a case of misappropriation of public funds against the accused persons and on receipt of prosecution sanction, the challan was presented in the court of law for judicial determination.

Supplementary challan in one more case FIR No. 15/91 Police Station Vigilance Jammu was presented in the Court of Special Judge, Anti-Corruption Jammu under Section 5(2) Prevention of Corruption Act, 2006 against a store keeper of Rice Mill Chatha namely Javed Iqbal Mir and Hari Lal, Accountant Cooperative Marketing Society for misappropriation of funds advanced to them under ‘imprest head’. The Government had accorded prosecution sanction on receipt of which challan has been presented in the court.

Surprise visit by Sagar

Jammu, Dec.2: The Works Minister, Mr. Ali Mohammad Sagar alongwith a team of Engineers including the Chief Engineer (R&B) made a surprise visit of the procurement stores (PHE) Kashmir located in Jammu and the procurement stores (PHE), Jammu, here today.

During his inspection of procurement stores (PHE), Kashmir, the Minister found most of the store articles short and asked authorities to take action against the defaulters. The Minister also found four AEE’s and one JE absent from duty at procurement store, Jammu and asked the concerned authorities to take action against them. The Minister found that some articles were in excess number in the stores and asked the Chief Engineer to examine it throughly to know the factual position.

The Minister exhorted upon the officers to procure only those articles which are required for use in different works. He said that transparency, quality of works and accountability should be maintained by the employees while discharging their professional duties. He also advised them to channelise their energies in a proper way so that the on-going works are completed in a stipulated time.

JAMMU, Dec 2: Leaders of Kashmiri Pandit organisations and Camp college student representatives have today reiterated their demand that the decision regarding the merger of camp colleges with the Jammu University be revoked immediately.

Addressing a joint press conference Dr Ajay Chrangoo of Panun Kashmir, Messrs O N Trisal, of All Kashmiri Pandit Solidarity Conference (AKPSC) and Jatinder Rishi chairman Camp College Students Association warned to intensify the agitation in case the State Government sticks to its rigid stand.

They said the students have made contacts in all camps and non camp localities of the displaced KPs here and to register their protest in more vociferous manner the agitation will be intensified from next week by staging dharnas,road blockades and gheraos at different places.

The entire community is unanimous in this demand, said Mr Trisal, adding that in democracy the problems are settled through debates and discussions but unfortunately the Government has closed the doors for the community which has been on the path of agitation for last three months.

He said even in Jammu the people and major political parties oppose the decision but inspite of that the Government is not ready to revoke it.

Mr Trisal while ridiculing the Government policies viz a viz displaced community alleged on one side it is chalking out the return and rehabilitation plan for the KPs to Kashmir and on the other the remaining links of the community with the Valley are being snapped.

Terming the order attack on the identity of Kashmiri Pandit community, Mr Trisal alleged that after the ethnic and administrative cleansing "we feel it is now the academic cleansing."

Lambasting the State Government he said its character is totally anti Kashmiri Pandits saying when Government says that it will provide all concessions to students at Jammu then what is the harm in maintaining the status quo of the Camp colleges.

Assuring all support of the Community to displaced students in their present struggle Dr Chrangoo made a strong dig at the Education Minister Mr Mohammed Shafi for acting in an arbitrary and partisan manner.

He alleged that the merger decision is either result of a big conspiracy against the community or the step was taken by the NC Government to please the Muslim majority in Kashmir for its political interests.

Dr Chrangoo while ridiculing the State Government on its rigid and biased approach towards the KPs said we have been demanding creation of Summer Zone here but during the last eight years they did not allow it despite the serious exception taken by the National Human Rights Commission (NHRC) on Government’s stand. He expressed surprise that the decision was only taken after the functioning of the KU smoothened.

The KP leader expressed his serious apprehension that the decision was to strain the relations between the displaced people and Jammuites to create regional and local tension and communalise the situation.

He held the Additional Chief Secretary Education responsible for the present problem being faced by the KP students saying that she has a personnel bias against community.

Dr Chrangoo alleged that to the dismay of the community previously she also made the community a target by issuing many impungnt and controversial orders.

Contesting the claim of the Education Minister that the displaced students will be provided all facilities provided they return to Kashmir valley he said the ground situation is not conducive for the return of the community as yet.

He termed the all claims of the Government totally false and baseless in this regard saying even the non Kashmiri engineering students who were studying in Regional Engineering College Srinagar were forced to migrate this year due to the increasing militants threat.

Mr Jatinder Rishi while warning that the students will take their struggle to its logical conclusion alleged the decision is totally political in nature to deprive the students from educational opportunities.

He alleged that the decision has many flaws as it was taken during the mid session and the students were not taken into confidence by the Government.

NEW DELHI, Dec 2: "Water is the prime natural resource and as such is the core of developmental activities in the Himalayan region," said Minister of State for Works, Ms Sakina Itoo at a meeting on the activities of the National Institute of Hydrology (NIH) here today. The meeting was presided over by the Union Minister for Water Resources, Mr Arjun Charan Sethi.

Miss Sakina said that Hydrology assumes a very vital role in this region. People of the region are not fully aware about the hydrological information and same is the case with the State of Jammu & Kashmir. There is a need to strengthen resources and mobilise Government's attention to rejuvenate the hydrological studies.

The Minister said India is likely to experience "water stress" from the year 2007 onwards and will limit the growth of development, besides leading to ecological degradation in the country. She said the creation of public awareness for judicious use of water had not received its due attention.

She disclosed that net sown area in the State of Jammu and Kashmir is 7360 km and 950 km is unused. Out of this, more than 60% area is rainfed. In rainfed areas, crop production is highly dependent on the rainfall, both on its quantity and the time of occurrence. A sound knowledge of the hydrological regime of such areas is necessary. The suitable crop varieties, their sowing and harvesting times can then be planned accordingly for drawing maximum benefits. Long-term and short-term strategies for mitigating the effects of droughts in dry-farming areas should be worked out on the basis of hydrological analysis.

Ms Itoo said, that sadimentation of reservoirs is a natural phenomenon. The surveys conducted during the last three decades have shown that the sedimentation rates in some of the reservoirs are higher than those envisaged at the planning stage. In order to draw optimum benefits from these projects, there is a need for continued hydrographic surveys at regular intervals and other new techniques like Remote Sensing can also be utilized for this purpose.

She said, to have a good water resources database in the Himalayan region, a scheme for monitoring of tributaries of the major rivers is required. These stations should monitor discharge and water quality of the stream flow. This could be done by the State Government departments under their district planning schemes.

Regarding Jammu region Ms Itoo said, it lies largely in the sub-Himalayan hills and the adjoining plains and is a water scarcity region known as Kandi belt. Kandi has an average annual rainfall of more than 1000 mm, it faces acute water scarcity in the summer due to an uneven distribution of rainfall. A moderately heavy rainfall in the Kandi region holds the promise that even if a part of it could be tapped and properly managed, it would meet almost all the water needs of the area. Ponds play a crucial role in the highly fragile eco-system of the Kandi region.

The Minister said that a close interaction between the State Government organisations and the National Institute of Hydrology would help in solving many of the water-related problems in the region.

Special national funding for Physics Deptt of JU

JAMMU, Dec 2: The Department of Physics of Jammu University has been identified as one of the leading departments in the country for receiving a grant of Rs 25 lacs under a national scheme. "Fund for Improvement of Science & Technology Infrastructure in Universities and Higher Educational Institutions (FIST)" by the Department of Science & Technology, Govt. of India.

According to a press release, the Department of Science & Technology in its Press Advertisement had called for applications for funding from Universities and Higher Educational Institutions under this scheme. The National Scrutiny Committee of DST short listed 22 such institutions from India, out of around 300 applicants, which were identified as institutions for imparting good quality of higher education and conducting research in emerging fields in Science and Technology. The short listed departments were identified on the basis of the contributions of the department in various areas of research and teaching and which needed further strengthening of infrastructure in enhancing their scientific visibility both nationally and internationally.

The Department of Physics was invited to defend its proposal at the Department of Science & Technology, New Delhi before the national panel of experts. Prof S K Badyal, Head of the Department and Prof L K Mangotra defended the proposals at the DST, New Delhi. The national grant received under this scheme is meant for scientific equipment, networking, computational facilities and work station etc. The funding has been obtained in national competition and is a recognition of the high quality of research being conducted in the department in various areas of specialization.

World AIDS Day celebrated at GCW, Udhampur

UDHAMPUR, Dec 2: On the occasion of World AIDS Day, the Government College for Women, Udhampur in collaboration with Field Publicity Officer, Government of India, Udhampur organised an inter-college symposium competition on the topic "Healthy lifestyle and AIDS".

In the competition, 10 students drawn from three different colleges of Udhampur participated and highlighted various preventive measures to control AIDS. The function was presided over by Mrs Vijay Luxmi, Principal Government College for Women, Udhampur while Mr M S Khan, District Development Commissioner, Udhampur was the chief guest who stressed on the importance of making the younger generations aware of the dreaded disease AIDS and its preventive measures. He appreciated the keen sense of awareness that the participants displayed.

Mrs Bharti Vaid, Joint Director, Directorate of Field Publicity, J&K Region who was the guest of honour stressed that parents should inculculate Sanskaras to their children for the betterment. She further stressed the youth to preserve the cultural heritage.

Dr K L Gupta, Chief Medical Officer, Udhampur, Dr Ramesh Gupta, Immunisation Officer and Mr Ghulam Abbas, Field Publicity Officer were the judges.

Earlier, Rangoli and Poster competitions were also organised in the Women College by the NSS Volunteers.

The prizes were awarded by Mr M S Khan, DDC, Udhampur and Mrs Bharti Vaid, Joint Director, DFP, J&K Region. In the symposium, Miss Purnima Sharma of Shivalik College, Udhampur, Miss Ashwathi of Women College, Udhampur and Mr Anil Singh of Government Degree College for Boys, Udhampur bagged the first, second and third positions respectively.

The function concluded with the cultural programme presented by the students of Women College, Udhampur.

Bar Association opposes shifting of District
Courts to Janipur

JAMMU, Dec 2: Bar Association Jammu in a meeting held under the chairmanship of its president Mr D S Saini here today discussed the proposed shifting of District Courts to incomplete building of Sub-Ordinate Courts in Janipur.

As per a release, the meeting unanimously decided to suspend the work in all courts from December 4 to 6 to protest against the shifting of courts. Members of the Association further took serious note of the attitude of the State Government for not providing adequate funds to get the sub-ordinate courts building completed at an earliest. They further condemned the step-motherly treatment with the Jammu people by the State Government in various spheres of activities.

They further resolved that the proposed shifting of only District Courts will further put the lawyers as well as litigants in great inconvenience. It is worthwhile to mention here that the State authorities have taken a decision to shift the courts of District and Session Judge retaining all other sub-ordinate courts at the existing location Mubarak Mandi. Apart from four District Courts, which were proposed to be shifted, there are 17 other courts stationed at Mubarak Mandi.

The lawyers said that part shifting of District Courts will further cause great inconvenience and expense to the litigants and the lawyers and suggested that the State Government should expedite the completion of entire sub-ordinate courts complex at Janipur so that all sub-ordinate courts could be shifted together.

The meeting resolved to request the Chief Justice of India Dr A S Anand not to inaugurate the proposed incomplete building scheduled to be inaugurated on December 6.

Deptt of Posts to release set of 6 stamps on Dec 7

JAMMU, Dec 2: Department of Posts is releasing a set of six special stamps on "gems and jewellery" on December 7 to launch the "Indepex Asians-2000, XIV Asian International Philately Exhibition, the Department’s tribute to 50 years Republic of India and the new millennium.

As per a release, the first stamp in the series portrays a bead necklace from Indus Valley (C-2500 BC) and the second stamp in the series portrays a necklace with intricate craftsmanship in gold from Taxila (C-Ist Century AD). In the third stamp, Mughal Aesthetic detailing are seen in the items of jewellery made for nobles such as Sarpech (a turban ornaments figuring in the series).

The 4th stamp is Navaratna concept with nine gems uncut form studded in amulets are believed to symbolise the relationship between man and planets and their reigning deities and hence functioned as mediums between human and divine.

The 5th stamp in the series depicts a Tali (19th century AD) a marriage necklace from South India and the 6th stamp depicts a "Kanthla Necklace" (18th century AD) from Rajasthan, forming part of "Temple Jewellery".

These stamps will be available for sale from December 7 onwards at Philately Bureau situated in Gandhi Nagar Head Quarter and all other head quarters in J&K.

Dismissal of NC Govt demanded
Sena warns against frequent power cuts

JAMMU, Dec 2: Demanding dismissal of Farooq Abdullah Government, State unit of Akhil Bharatiya Shiv Sena has threatened to launch a massive agitation against the National Conference misrule in J&K, particularly in Jammu.

Talking to mediapersons, here today, provincial president of the Sena Mr Sanjay Sawhney charged the Farooq Abdullah Government with corruption and disclosed that Akhil Bharatiya Shiv Sena will soon organise a massive rally near City Chowk, against the misrule of National Conference.

He also appealed the Central Government to initiate CBI inquiry against all the Ministers in Farooq Abdullah’s Cabinet and State MLAs, irrespective of their political affiliation, who have accumulated disproportionate wealth through corrupt practices.

Lambasting the State Government for frequent power cuts in Jammu, Mr Sawhney alleged that common people are being harassed at the cost of VVIPs who have been provided special power lines.

"There is no justification in providing special power lines to Minister and MLAs when the commoners are being subjected to frequent power cuts," said the Sena leader and asked the PDD authorities to snap these special lines to MLAs and Ministers.

Mr Sawhney also demanded dismissal of the Farooq Abdullah Government and imposition of Governor’s rule in Jammu and Kashmir to get people rid of NC misrule. He said that Akhil Bharatiya Shiv Sena will stage a protest demonstration before the Parliament House to press the Central Government to dismiss the NC Government.

President of Old Hospital Road Traders Association Mr Yudhveer Sethi, who was also present in the press conference, declared the support of business community to all demands of Akhil Bharatiya Shiv Sena.

On the occasion, the Sena leader also announced the appointment of Mr Dharamveer Sethi and Suresh Dogra as district president and district senior vice-president, respectively of Akhil Bharatiya Shiv Sena State unit.

Shiv Sena to participate actively in J&K polity

JAMMU, Dec 2: Shiv Sena has announced to participate actively in Jammu and Kashmir politics and will contest the forthcoming Panchayat elections in the State.

This was stated by the Shiv Sena State unit president Swami Kalki Ji Maharaj, while talking to mediapersons, here today.

"We have taken this decision to initiate a new era of principled and value based politics in J&K State which has been passing through a turmoil for the last twelve years," he said.

He disclosed that Sena will contest all corporate and local body elections in the State and the party workers have been instructed to gear themselves up in this direction.

Listing his priorities, the Sena leader said that he will leave no stone unturned to make the organisation a mass based party in the State, particularly in Jammu, Kathua and Udhampur. All efforts would be made to project Shiv Sena as an alternative to all other political parties so that people could see a ray of hope in this organisation, he added.

Swami Kalki Ji also announced to expose the sympathizers of militants in Jammu and Kashmir in whichever sphere they may be. "We will expose all those anti national elements who are living in India but working for Pakistan and other such enemy countries through one or other means," he said.

The Sena leader also extended full support of his organisation to Indian security forces in curbing the ongoing militancy in J&K. Sena volunteers will provide all assistance to our brave jawans who are fighting against the foreign funded mercenaries, he said.
