Commissioning of telephone exchange, Gundna-I

Sir,

Ten years ago a proposal for setting up a new telephone exchange in village Gundna of district Doda was mooted which has still to see the light of the day courtesy dereliction of duty of DOT officials.

At the behest of SDOT Doda vide his letter No. GI/DDA/91/92 Dated. 8-11-91, I alongwith ten other residents of village Gundna applied for new Telephone Aubscriptions, a condition laid down by the Department of Telecommunication for commissioning the new Exchange. An amount of Rs. 1050/- each was deposited in the post office Doda favouring DOT.

Since then we run from pillar to post for setting up of the exchange. Finally, we pleaded our case in the 16th, Telephone Adalat which was held at Udhampur to sort out public grievances. On the instructions of the Adalat to DOT, TDE Udhampur despatched me & letter No. P-1875/ TDE Udr. /25 dated. 07-01-98 in which assurance was given that Gundna exchange will be commissioned by 31-8-98.

Since then, I wrote two letters on 1-11-99 and 11-4-2000 to Minister for Telecommunication urging him to look into the matter of dereliction of duty of concerned DOT officials. The letters were routed vide No. A-873-71/99-TDL Dated. 1-12-99 No. P-873-71/TDL/2000 Dated 7-6-2000 to CGM Telecom. circle Srinagar without any outcome. No reason was given by the DOT for procrastination of commissioning the exchange.

Now that the DOT has been converted in to BSNL we feel highly uncertain about the setting up of Telephone Exchange even after under going the traumatic wait of about a decade.

Commissioning of telephone exchange, Gundna-II

It is a matter of grave concern, rather perturbing to those, who had applied for PCO/STD connections in 1997, and sanctions to them were accorded at late as in May, 2000, are still languishing for want of STD/PCO connections. We have been visiting the office of S.D.O. New Plot, Jammu for redressal of our problem, each time is their reply that area is nonfeasible and it is likely to take one month or so to lay the cable etc. in the area of Pir Mitha. It is astonishing to note that in the same vicinity/area of Pir Mitha two PCOs, STDs have recently been installed and properly working while those living at a stone's throw are denied of such connections.

The dilly-dallying by the Bharat Sanchar Nigam, Jammu, not only gives birth to corruption but also to harassment to senior citizens in particular and the public in general.

We, therefore appeal to the department to take action in this matter on priority basis.

Conservation of ecosystem

Earth is considered as the only living planet of the solar system. It is endowed with a rich variety of life forms and large number of living organisms governed by the law of nature. The independence of the various life form starting from the unicellular Primary Producers to the higher plants and animals is a unique feature of this green planet. Thus our natural resource development and conservation of these resources are equally important for our survival and well being.

Man, the highest evolved social animal, has undergone a stepwise evolution and development. For the present need, he destroyed the environment beyond and desirable limit and pushed it to the danger zone. The Socioeconomic progress due to rapid industrialization has also left us bewildered spectators to the expanding concrete jungle, Proliferation of Pollution, indiscriminate deforestation and destruction of ecological balance. As a result, today we feel the need to break away from our modern day lifestyles and find solace in the lap of nature where exists a healthier, safer and more congenial environment.

Water occupies 75 percent of our land surfaces which we depend upon to carry out over metabolic activity. The waterbody is polluted by industrial effluents, Sewages and human wastes, etc. Thus it causes serious threat to aquatic life and effect their habitat. On studying the cauvery basin, it is understood that these industries have a drastic effect on the ecology of Cauvery. Spawning of Mahaseer and trout is affected, as a result these fishes have dwindled. For the sake of hydro-electric generations, large areas of cultivable fertile lands are begin inundated and thousands of people are being displaced.

In India, the greatest pollution centres are seen in the industrial town ships along the Indo-Gangetic Plain. The tanning industry is one of the main sources of environmental pollution in Tamil Nadu, Uttar Pradesh, West Bengal, Rajasthan, Karnataka, Punjab, Andhara Pradesh and Bihar. Due to complex nature effluents produced by the processes in tanning, this industry will have to take more cognisance of steps for making the environment cleaner. The problems are created to a great extent because of the pressure to produce raw materials for modern industry.

The expanding population forced us to utilize the resources at a higher rate and cause environmental destruction. As a result of this, hundreds and thousands of animals and plant species are lost forever, each year. This has resulted in the depletion of vast amounts of carbon gases absorption capacity. For our survival, we depend on fresh air, water and food which we take from our environment, which should be protected.
