Ghulam Haider Atish its vice president called on Union Minister for Civil Aviation, Prof Chaman Lal Gupta and apprised him of the problems being faced by the ST Community. As per a release, MR Atish demanded air service for Rajouri, Poonch districts to link it with the Jammu and other parts of the country. Mr Atish also demanded handing over of road from Rajouri-Dharhal, Paroli Gujran -Mandir Gala to GREF so that it is completed immediately. J&K women launch Dukhtaran-e-Hind Excelsior Correspondent JAMMU, Aug 24: The women in Jammu and Kashmir, facing turmoil and hardships due to ongoing militancy have launched a new social organisation namelyDukhtaran-e-Hind. Announcing this in a press conference here today, Ms Kausar Naseemthe head of the organisation disclosed that this social forum has been constituted for the women to raise their issues and get justice." This forum is totally independent and it has nothing to do with any political party," she maintained. In response to a question, Ms Naseem who has also affiliation with the minority cell of the Bharatiya Janata Party said the women generally feel that there is no political front in the country which can really fight for their cause. The urgency was felt to raise such an independent front and moreover, the women willing to join this organisation do not want any political affiliation. " The beginning has been made and with the short span of time, this organisation would spread in other parts of the country with the efforts of its members. A large number of women from various communities are joining it. The aim is to create awareness among the women about their rights and responsibilities, to fight against the excesses of militants and also to fight against the social crimes including the prostitution,she added. She alleged that on the name of Jehad (Holy war), the militants are indulging in various excesses especially against the women. They are indulging in the anti-Islamic activities on the name of religion. A large number of innocents are being killed. A large number of women lost their husbands, sons and brothers in this bloodshed. The foreign ultras are indulging in forcible marriages and also committing rapes on women and girls. Replying to another question she said that organisation is receiving support from various social workers and with the cooperation of the media and general public the front will flourish in a big way in shortest possible time. |

widely condoled Excelsior Correspondent JAMMU, Aug 24: A veteran and renowned Dogri poet and Sahitya Akademi Award winner Mr K S Madhukar passed away today at his native village Rakh Bodoi. Born in 1929 he rendered his services towards the collection, compilation and edited a number of Dogri books while serving in the J&K Academy of Art, Culture and Languages. He was a winner of State Academy Award and has also been conferred with Sahitya Akademi Award in 1978 on his poetry book "Main Mele Ra Janu". He gave a new dimensions to Dogri poetry and inspired a quite good number of young poets. He started his career as a broadcaster in Radio Kashmir Jammu and later left the job for yet another challenging assignment as Editor Dogri in the State Academy. He served the Academy till 1973 and later started free-lance writing. He was the harbinger of romanticism in Dogri poetry. His funeral procession was attended by a large number of people from all walks of life including young poets for whom he will remain a source of inspiration. The Department of Dogri, Jammu University condoled the sad and sudden demise of famous Dogri poet. The students, staff and faculty members held a condolence meeting today to mourn the sad demise of Mr K S Madhukara veteran and renowned poet of Dogri. Paying rich tributes to the departed soul, Dr Veena Gupta, HOD Dogri threw light on his contributions and his poetic genius in the Dogri literature. The members observed two minute silence in his memory and prayed for eternal peace to the departed soul and courage to the bereaved family to bear this irreparable loss. The staff members of the J&K Academy of Art, Culture and Languages held a condolence meeting in the office chamber of the Additional Secretary Dr Om Goswami to mourn the demise of famous Dogri poet Mr Madhukar. The Additional Secretary of the Academy Dr Goswami recalled his long association with Mr Madhukar and said that he was the harbinger of romanticism in Dogri poetry. dont want peace in J&K Excelsior Correspondent VIJAYPUR (Jammu), Aug 24: Former Union Home Minister and Peoples Democratic Party chief Mufti Mohammed Sayeed has said that political initiative and dialogue between various groups connected with the issue is the only solution to the Kashmir problem. Addressing a public rally at Gurha Salathian near Vijaypur in Samba Sub-Division of district Jammu this evening Mr Mufti said that his group was always in favour of the political solution and the dialogue since long but it was not acceptable to various vested interests and several political leaders in the state. But now with the cease-fire offer by the Hizbul Mujahideen those opposing it have also started giving the similar statements favouring dialogue. He pointed out that even the Union Home Minister who was earlier not in favour of dialogue recently stated, " we have no objection to talk to our own misguided children." The Chief Minister Dr Abdullah and several top Indian leaders including the Prime Minister welcomed the offer. But it is hard fact that ruling Government is not in favour of dialogue. The HM chief Salauddin presently operating from Muzaffrabad in POK is the creation of NC. He was the man who was winning elections in 1987 from Amirakadal constituency of Srinagar but was defeated by NC Party by using unfair means. The mass scale rigging in elections, misrule by NC and alienation among the public was the main cause of militancy in the state, he maintained. Coming down heavily on the Farooq Abdullah Government, Mr Mufti said that it was not easy to initiate peace process. It is the task of some extra courage. The PDP, he said, was in favour of restoration of peace and establishment of popular and responsive Government in the state. The NC has been failed on all the fronts and even its hollow claims of providing one lakh jobs to the people in the state has been totally exposed. The PDP chief said that BJP was adopting double standards and was fully supporting the NC Government which has failed to contain militancy and protect the life and property of the people in the state. A large number of innocent people were killed in less than one month but BJP remained inactive at the Centre. The people are losing confidence in the Party. Ms Mehbooba Mufti vice-president of the Party while speaking on the occasion accused Dr Farooq Abdullah of sabotaging peace process in the state and maintained that he never wanted restoration of peace in this region. With the mighty gun of his policemen he is preparing to rig next assembly elections and regain power in the state. But his mischievous designs would not be allowed to come fruitful. The PDP will give a tough fight as the NC has been fully exposed before the public. The people want alternative and PDP is the real alternative for the people. She said the word accountability is not in the dictionary of the NC Government. Kot Dharra village in Rajouri where six persons were massacred by militants recently, no official above the rank of SHO visited the families. Farooq only prefers to visit in his own helicopter and hardly bothered about the suffering humanity. The rates of essential commodities is going high and there is no control on the soaring prices. The Chief Minister who is raising huge building at Bhathindi in Jammu is spending crores but on the other hand he always cries about financial crunch. The funds being received from the Centre are misused. The people of the state always look towards Delhi for every succor but they should stop looking towards the Union capital. They should prepare themselves to rise to the occasion. Various other leaders of the Party including Jarnail Singh and Baldev Singh Slathia also spoke on the occasion. Income generating assets distributed by Corporation Excelsior Correspondent JAMMU, Aug 24: Minister for Social Welfare Mr Bashir Ahmed Kitchloo, who happens to be the Chairman of SC/ST/BCs Development Corporation yesterday distributed income generating assets among 19 beneficiaries belonging to SCs, STs, minorities, BCs and scavengers. The function was organised by the Corporation at its head office in Shastri Nagar. Managing Director G N Ahangar gave a detailed resume of the activities of Corporation at the function. Divisional Manager, Jammu Mr Naveen Sharma presented welcome address while Secretary of the Corporation Mr Sanjeev Mahajan presented vote of thanks. The assets distributed among beneficiaries amounted to Rs 35.22 lakh comprising seven tractor trolleys, two TATA Sumos, three auto rickshaws, one DTP shop, four dairy units and one cutting tailoring unit. Speaking on the occasion, Mr Kitchloo appreciated the efforts of the Corporation in assisting beneficiaries of poor and down trodden classes. He called upon the Corporation officials to continue to help the weaker sections of the society and organise such functions periodically. Mr Kitchloo also stressed upon the Corporation officials to ensure recovery of loans disbursed among beneficiaries and bring more transparency in the working of the Corporation. |

As per a release chairman of the Committee Mr Baldev Singh Bhau, who visited the affected areas alongwith other committee members has in a statement said that on the intervening night of August 23 and 24, when the people were busy in performing Puja on the occasion of Shri Krishan Janamashtami, the Pakistani army resorted heavy shelling on the border villages along the Line of Control right from village Hamirpur Siddar to Bardoh, which created havoc and disturbances on the occasion of holy festival. Mr Bhau said Pakistan has proved its cowardice and shamelessness by disturbing the people on the religious day. The Committee appealed the Centre to take necessary steps to counter Pak shelling and firing in this sector with iron hand and also warned and cautioned the Central and State Governments against the nefarious designs of Pakistans ISI agency and Army and apprehended that Pakistan may launch a fresh attack like Kargil, this area also. The committee thanked the Additional Deputy Commissioner Jammu, Mr Iqbal and Tehsildar Akhnoor Mr B R Malagar for visiting the area to assess the situation created by Pak shelling. The Additional DC also met the people and assured them that Government shall take necessary measures to protect their life and properties and provide necessary assistance for their losses suffered by them. Ex-Suptd ITI Poonch in Vigilance net Excelsior Correspondent JAMMU, Aug 24: Vigilance Organization has claimed to have trapped former Superintendent Industrial Training Institute (ITI) Poonch, J K Tickoo for allegedly misusing his official position and misappropriating Government funds by preparing false and fraudulent record to cause loss to the State exchequer. According to the FIR, it was alleged that Tickoo during his posting at Superintendent ITI Poonch, had purchased kail wood vide a proforma bill amounting to Rs 5,500 from Forest Division Poonch at standard rates, but didnt take the wood and instead managed the same by illegal means. It was stated that during OctoberNovember, 1995, he had drawn Rs 9200 from Poonch Treasury on account of cost of kail wood on a proforma bill, but didnt take the wood from Forest Department. Moreover, he didnt enter the bill in the concerned store stock ledger. He was also charged with illegally taking away one automatic voltage stabilizer of 15 KV capacity. |
Himalayan Wool Comber employees continue dharna Excelsior Correspondent JAMMU, Aug 24: Himalayan Wool Combers Employees Association continued their dharna on the 9th consecutive day today in front of office of the Divisional Commissioner Jammu under the chairmanship of Mr Swaran Singh Chib, general secretary, State Central Labour Union. As per a release Mr Ashok Sharma, MLA Kalakote visited the site of dharna and while addressing urged the Government to immediately release the salaries of employees, which stand denied to them for the past six months. Mr Sharma promised the employees for extending full support to them till their genuine demands were conceded. He appreciated the decision of employees to carry on their peaceful dharna against wrong policies of the Government, by which over 150 employees between the age of 40 to 50 years and hailing from Jammu have been rendered jobless. The association said the unit was being run by a Board of Directors through their representative the managing director and the workers used to pursue the policies framed by them, hence by no way they can be made scape-goats for the losses suffered by the unit. |

Excelsior Correspondent SRINAGAR, Aug 24: The Passport Office has issued 17,696 passports upto August 11, leaving a balance of 8260. There are presently only 685 cases pending for which CID verification has been received and are under process for grant of passports. In respect of other cases either the CID/Police verification is awaited or the cases are reported as adverse/untraced. With zero pendency with the office there are some 1268 cases where documents are incomplete and the applicants have been informed about the deficiencies in the passport files submitted by them. The office has cleared more than 40 cases under Tatkal Scheme within a period of one week to thirty-five days. However, the office is not authorised to grant passport facility without prior formal CID/Police verification from the State authorities. |
AWWA celebrates 35th Raising Day Excelsior Correspondent UDHAMPUR, Aug. 24: The Army Wives Welfare Association (AWWA) celebrated its 35th Raising Day at HQ Northern Command Udhampur. Mrs Suniti Nanavatty, Vice President AWWA Northern Command paid homage to those who had laid their lives fighting for the nation by lighting a lamp at Shradhanjali (Kargil Park). A number of school children also lit candles and paid homage to their brave uncles. Subsequently Mrs Suniti Nanavatty, Vice President AWWA Northern Command released a commemorative AWWA journal at a function held here today. All the members of AWWA at Udhampur were present. ASHA Cards prepared by mentally and physically challenged children of ASHA schools were also released on this occasion. The Vice President, while speaking on the occasion congratulated all members for their deep concern, zeal, whole-hearted and selfless involvement in all AWWA welfare activities, particularly concerning Veer Naries and their dependents, wounded soldiers, families staying separated from their husbands and troops fighting on the front. She appreciated the untiring efforts put in by AWWA volunteers in Northern Command under difficult situation and adverse environment due to ongoing insurgency in the State. She exhorted all AWWA volunteers to contribute their bit to take AWWA to new heights. agitation Excelsior Correspondent JAMMU, Aug 24: Pradesh Youth Congress-I has threatened to launch agitation if all the innocent persons arrested in connection with R S Pura incident were not released by Sunday. This was stated by Pradesh Youth Congress-I chief Mr Yougesh Sawhney while talking to reporters here today. Mr Sawhney while making a scathing attack on the State Government alleged that innocent people including several YCI workers have been arrested by the Government. He said four YCI workers are still in Central Jail while false cases have been framed against 20 partymen. He while serving an ultimatum to Government that if these people were not released by Sunday his Party will launch the massive dharna in front of Raj Bhavan on August 28 which will be followed by chain hunger strike at all district headquarters by the YCI workers. He said the agitation launched by the All Parties Joint Action Committee in protest against the arrest of innocent people by the Police at RS Pura has failed to yield results and there was no impact of BJP sponsored Jammu bandh also. He also warned that if Government continues discrimination with Jammu Region his Party will be forced to take direct action to seek justice for the people. He said though the agitation will be peaceful in the beginning but in case the Government sticks to its present discriminative policy it can also turn violent. Lambasting the State Government Mr Sawhney alleged that the students and Government employees have been completely cheated by it. He extended full support to agitating employees of recently closed Himalayan Wool Combers and termed the Cabinet decision as a betrayal of promise made with its employees who have even been denied salaries since March this year. The YCI chief also demanded that Human Rights team should visit Jammu and probe why the cases have been registered against some students on August 9 when they were arrested on August 5. He alleged that these students were subjected to torture and harassment by the police during that period. |

government-accommodation holders Excelsior Correspondent SRINAGAR, Aug 24: The unauthorised occupants of Government accommodation will have to pay the rent at market rates from the dates they are occupying the residential units of estates department illegally in Jammu and Srinagar. The rates fixed range from Rs 700 to Rs 10,000 per month depending upon the category of accommodation. According to a Government order issued here, the unauthorised occupants possessing independent houses or quarters at Gupkar and Sonawar Srinagar and Gandhinagar Jammu will have to pay Rs 10,000 per month while those at Tulsibagh, Silk Factory Road (SFR), Jawahar Nagar and Partap Park Srinagar will have to pay Rs 8000 per month. The 3-room flat occupants at Gandhinagar Jammu are required to pay Rs 5000 per month. Similarly, unauthorised flat occupants of 3-room flats at Jawahar Nagar, Partap Park, Badshah and Magarmalbag will have to pay Rs 4000, SFR/Tulsibagh Srinagar, Rs 3500, Talab Tiloo, Rehari Nallah and the Jammu city (Ahata Amar Singh, Poonch House, B C Road, Sarwal, Roller Shed and Rehari Nallah) Rs 3000 and Dalgate, Natipora and Chanpora Srinagar, Rs 2500 per month. The rates for unauthorised occupation of two-room tenements at Channi Himat have been fixed Rs 5000 per month, Gandhi Nagar Jammu, Jawahar Nagar Magarmal Bagh/Badshah flats Srinagar, Rs 3000, Company Bagh Jammu, Tulsibagh and SFR Srinagar, Rs 2500 and Talab Tiloo, Jammu, Bemina, Natipora, Chanpora and Dalgate Srinagar, Rs 2000, Jammu city (Ahata Amar Singh, Poonch House, B C Road, Sarwal, Roller Shed and Rehari Nallah) Rs 1500 and Topesherkhani, Janipur and Muthi Jammu, Rs 1200 per month. Those occupying one room tenements of the estates department unauthorisedly at Tulsibagh and SFR Srinagar will be liable to pay from the dates they are in possession of the accommodation Rs 1,800 per month, Magarmal Bagh/Badshah flats, Jawahar Nagar, Srinagar and Gandhinagar, Jammu, Rs 1500, Talab Tiloo, Ahata Amar Singh, Poonch House, B C Road, Sarwal, Roller Shed and Rehari Nallah, Jammu, Bemina and Dalgate, Srinagar, Rs 1000 and Topesherkhania, Janipur and Muthi Rs 700 per month. The Government order says that a large number of residential units of the estates department at Jammu and Srinagar are under the possession of unauthorised occupants who have either retired from the Government service or have constructed their own houses or have sub let the same or have been transferred outside Jammu and Srinagar. The Government has taken a serious view of the unauthorised occupation of residential units of the estates department and has decided that these unauthorised occupants would be evicted immediately. In case they dont vacate on one pretext or the other, they will have to pay the aforesaid rent at the market rates prevelent in the concerned localties. Such of the occupants will have to pay the aforesaid rent from the day they are in unauthorised occupation of the residential units, the Director Estates, Mr M I Kirmani said. |
NC discriminating SC-OBCs: PDP Excelsior Correspondent JAMMU, Aug 24: The Jammu and Kashmir Peoples Democratic Party (PDP) has accused National Conference Government of discriminating with Schedule Caste and Backward Classes of the State. According to a press release, a meeting of the PDP was held today at Hari Nagar to discuss the problems being faced by the weaker section of the society. Mr Bhushan Lal Gupta, district president and Mr Tej Ram Dogra, prominent Schedule Caste attended the meeting which was organised by Mr Kaku Bhagat. Addressing the meeting, Mr Bhagat, who has resigned from National Conference and joined PDP, accused the NC leaders of pocketing all funds meant for the development and betterment of the weaker section of the society. In his address, Mr Bhushan Lal Gupta asked the people to wage a war against NC Government. He urged the people to strengthen hands of Mufti Mohammed Sayed to keep a check on the anti-people policies of the State Government. GOC Romeo Force, DC Rajouri visit Kot Dhara Excelsior Correspondent RAJOURI, Aug 24: Maj. Gen. Richard Khare, GOC Romeo Force and MR B A Roniyal, DC Rajouri along with the officers of Human Rights Cell of Romeo Force today visited the Kot Dhara where six members of minority community were killed by militants on August 17. They also visited the adjoining villages to ascertain the situation there. At Kot Dhara they consoled the members of three families who had lost their nears and dears in the massacre. They also met the families of injured persons and told them that best medical treatment is being provided to them in Military Hospital and District Hospital Rajouri. Later both GOC Romeo Force and DC Rajouri met the leaders of both the communities, senior citizens and local population of adjoining villages and assured them that all out efforts have been made to ensure that such types of incidents are not repeated in future. Both GOC and DC assured the people that one member of each deceased family will be provided a Government job. The GOC asked the people to strengthen the VDCs and increase patrolling around their houses. He said for this purpose additional weapons and ammunition has been distributed among the villagers already. He also asked the CRPF personnel deployed in the village to intensify their patrolling. He said the Romeo Force has also intensified the operations in the area and are carrying extensive patrolling in the area. The GOC while addressing the gathering said Pakistan will never succeed in its game plan and the security forces are determined to break the back of Pak sponsored militancy. He assured that Romeo Force will not rest till last militant is eliminated from this border belt with the cooperation and support of local people. He said the Romeo Force has also taken various steps for the development of this remote area and launched many goodwill programmes. The GOC asked the people to remain vigilant and inform the nearest army picket about any impending danger. The villagers assured total support to army and civil administration. |
