Samata Party regrets ceasefire withdrawal

HYDERABAD, Aug 9: Samata Party president Jaya Jaitley today regretted the withdrawal of 15-day ceasefire in Jammu and Kashmir by Hizbul Mujahideen and accused Islamabad of sabotaging the peace process.

It was unfortunate that India’s peace initiative should have such an ending, she told reporters here.

Attacking Congress for stalling Parliament proceedings on the killings of Amarnath pilgrims in Kashmir, Jaitley said "Congress behaviour in the house was unbecoming of a main opposition party".

Taking objection to the reported remarks of Congress president Sonia Gandhi on the all-party visit to the site of the incident, she said, "the purpose of the visit was to get a first hand account of the situation which we got".

Jaitley, who was here to address her party functionaries, attributed the growth of terrorism to increasing unemployment and lack of opportunities to youth.

On match-fixing controversy, she said, "while the guilty should be punished the entire team should not be blamed for the scandal".

"The issue has been rather blown out of proportion by media," she added.

On her party stand on power tariff increase in Andhra Pradesh, Jaitley said, "the hike should have been in a phased manner instead of a steep rise in one stroke". (PTI)

Srinagar, Aug 9: The Chief Minister, Dr Farooq Abdullah has asked the security forces to remain more vigilant against the machinations of our enemy and guard the borders with greater dedication and zeal.

Addressing an Attestation Parade of 285 BSF recruits at BSF Training Centre Humhama, near here, this morning, the Chief Minister asked BSF personnel to take due care of the civilian population while performing their professional duties and try to gain their confidence by providing them all possible assistance. He said the BSF has all along helped the civilians particularly living in far flung and rural areas and they should continue such goodwill work.

Dr. Abdullah said the majority of the people of Kashmir are, no doubt muslims but they are not Pakistanis or anti-nationals. They are fed up from the gun culture and are yearning for peace, he added.

The Chief Minister said we are fighting the proxy war for the last 11 years in which bombs and grenades are thrown by militants under the cover on security forces as well as civilians. People living in villages are particularly being harassed by these militants. He said we were thinking that this war will come to an end soon as we had reciprocated positively to Hizbul Mujahideen’s cease-fire announcement and were engaged in talks. But Pakistan who is behind the militancy in the State, did not want peace in Kashmir which they want to annex. This will not be allowed he said adding that Kashmir has remained part of India and will continue to remain so.

Dr. Abdullah hoped that peace will dawn in this part of the world as India wants peace and we are working for it. He said the Prime Minister, Mr. Atal Behari Vajpayee had gone to Lahore early last year to achieve lasting peace in the region but Pakistan scuttled these efforts by sending intruders in Kargil last year. He asked security forces to foil the nefarious designs of our enemy who is hell bent to create trouble and help the country to come out of the difficult period presently faced by it.

Earlier, the Chief Minister took the salute at the impressive parade and inspected the guard of honour. He also presented medals to six recruits for their best performance in physical and academic activities. Out of 285 recruits, 19 belong to J&K State. These included 7 recruits who were earlier misguided and had joined militant groups but subsequently surrendered before the security forces and preferred to serve in BSF.

On his arrival, at the venue, the Inspector General, BSF, Mr. Vijay Kumar welcomed the Chief Minister.

Buyer-Seller Meet being held at Srinagar

Srinagar, Aug 9: A one day Buyer-Seller Meet, first of its kind in the Valley would be held on 3rd September 2000 at SKICC Srinagar where 200 stalls would be set up to enable small scale industrialists of the State to display their products for fetching bulk supply orders from the State and Central Government organisations mainly defence, railways, civil aviation, telecommunication, CPWD, etc.

The mega event which has been organised mainly to provide marketing support to SSI Units of the State would be inaugurated by the Defence Minister, Mr. George Fernandes. The Union Minister for Railways, Mrs. Mamta Banerjee, Union Minister of State for Small Scale Industries and Agro and Rural Industries, Ms. Vasundhara Raje and the Chief Minister Jammu and Kashmir, Dr. Farooq Abdullah, senior Central and State Authorities would also attend the inaugural function.

Final touches were given to the arrangements for this mega event at a high level meeting held here yesterday. Minister for Industries & Commerce, Dr. Mustafa Kamal presided.

The Principal Secretary, Industries and Commerce, Mr. M. S. Pandit, Managing Director, SIDCO, Mr. G.Q. Wani, Director, I&C, Mr. V.K. Nargotra and OSD Industries and Commerce, Mr. Saleem Beig were also present in the meeting.

Wisitex Foundation, a well reputed professional organisation having vast experience in organizing international and national exhibitions and trade expositions and event management has been engaged to organise the proposed Buyer Seller Meet at Srinagar.

Speaking on the occasion, Dr. Mustafa Kamal said that the Buyer Seller Meet at Srinagar has been planned after going by encouraging response from the two days Buyer-Seller Meet held at Jammu on April 15-16,2000 where 150 SSI Units including 45 units from Kashmir Valley participated and the Defence Minister, Mr. George Fernandes gave full assurance that whatever goods are required by the armed forces posted in J&K and are within the product range of local industrial units would be procured from them, provided they meet the quality para-meters laid down for the purpose. So, he said the event would provide a platform for interaction between buyers and sellers and help SSI to provided easy access to institutional markets.

The Minister said that a 10 Member Task Force headed by Industrial Advisor in the Union Ministry of Small Scale Industries, Mr. P.K. Goel has already been constituted to identity items available locally which can be procured by Central Purchasing Organisation. The Task Force would also suggest ways and means for extending purchase preference to J&K by the Central Government Departments.

Dr. Mustafa Kamal asked the concerned officers to put in best efforts for making the event a grand success for speeding up economic growth of the State. He said SSI sector is playing a significant role in the economy of the State and this sector has a substantial contribution in expanding the employment base of the State. He also extended his thanks to the Development Commissioner, SSI India for providing financial assistance for holding the exhibition at Srinagar. The Minister asked the officers to prepare attractive and pleasing information brochures for guidance of buyers depicting range of products available here for instant sale and supplies. He said such meets would open new doors for prosperity.

The Minister impressed upon the officers to ensure that maximum number of industrialists from each district participate in the Buyer-Seller meet so that no one is left out from getting this golden opportunity to widen the horizon of their trade and business.

Srinagar, Aug 9: The Minister for Industries and Commerce, Dr. Mustafa Kamal has called for evolving appropriate strategies to improve the working of Public Sector undertakings (PSUs) to make these financially viable units.

Addressing the annual general meeting of the Handicrafts (Sales & Export) Corporation here today, the Minister said that the PSUs should not be only self-sustaining but also profit making ventures. He said the quality of products as well as services will have to be improved drastically to meet the market demands. Mr. Kamal suggested that latest technology should be introduced in upgrading quality of products as also increasing the production and there by reducing costs. He said if need be, the services of reputed consultants should be engaged so that maximum benefits of e-commerce are availed.

He said the invasion of Website have diminished the intermediary role of handicrafts and handloom corporations and the concerned authorities should thrive to explore new ways to expand sales besides providing market support to small scale industries. He hoped that the coming days would be bright for the SSI sector as the Government of India has planned to earmark Rs. 5000 crores for boosting this sector in a big way.

"It would be Government’s endeavours to strengthen the autonomous character of PSUs to make these self sustaining", Dr. Mustafa Kamal said adding that Handicrafts and handloom corporations should exploit fully the export potential of handicrafts products which enjoy a tremendous demand world over.

The Principal Secretary, Industries and Commerce, Mr. M. S. Pandit stressed for concentrating on specialized marketing trends and quality upgradation techniques to keep pace with other States in the open business competition. For this purpose, he said, Handicrafts Corporation should go in for e-commerce to boost its purchases and sales.

The meeting also deliberated on issues like construction of Tahzeeb-Mahal at Emporium Garden, Srinagar and setting up of Craft development Institute at Srinagar. It was stated that International Trust for Architecture and Cultural Heritage ( INTACH) would shortly finalize project report for Tehzeeb-Mehal which would be constructed on 50:50 basis by the Central and State Governments while the project report for proposed Craft Development Institute would be prepared by National Institute of Design, Ahmedabad.

The meeting was informed that the Handicrafts (S&E) Corporation has registered a sales turn over of Rs. 5.81 crores during 1999-2000 as against the annual turn over of Rs. 4 crores in 1998-1999 showing an growth of about 45 per cent. The corporation has for the first time conducted an export sale of Rs. one crores. The corporation has introduced consignment system for procurement of stocks for sales.

Chhari Mubarak leaves for Shree Amarnath Jee Yatra

Srinagar, Aug 9: Amidst chanting of Vedic Shalokas and blowing of crouches, the Chhari Mubarak ( The Holy Mace of Lord Shiva) left for Pahalgam - the base camp for Shree Amarnath Jee Yatra from Dashnami Akhara, here this morning.

Mahant Deepindera Giri of Dashnami Akhara led the Chhari Mubarak accompanied by a large number of Sadhus and pilgrims. Before departure of the Chhari Mubarak, a number of rituals were performed and special prayers were offered at Dashnami Akhara temple.

The Minister for Law and Parliamentary Affairs, Mr. P. L. Handoo, the Minister of State for Food and Supplies, Mr. Ajay Sadhotra, Mr. Bushan Lal Bhat, MLC, Youth National Conference Leader, Mr. Chander Mohan Sharma, several officers and prominent citizens were present to give warm send off to the Holy Mace. The Ministers accompanied the Chhari Mubarak upto Anantnag.

Enroute Pahalgam, Pooja was performed in various ancient temples at Durga Nag, Srinagar, Pampore, Bijbehara, Anantnag and Mattan.

The Holy Mace will reach the Holy Cave Shrine of Lord Shiva on 15th of this month on the day of Shravin Purnima "Raksha-Bandhan" - the final day of the yatra.

Meanwhile, 1122 yatris from Jammu have also reached Pahalgam to join the Chhari Mubarak.

So far 1,78,027 pilgrims had darshan of the holy shrine cave of Shri Amarnath Jee. Of these, 1.56,922 pilgrims have left to their destinations after performing the yatra.

Unemployed physical education teachers flays State Govt

JAMMU, Aug 9: All Jammu and Kashmir Unemployed Physical Education Teachers Association today convened a meeting under the chairmanship of its president Mr Munesh Kumar Raina.

As per a release, the Association strongly criticised the State Government for its discriminatory attitude towards the unemployed physical education teachers. Mr Raina said that they have been deprived of their right since long and demanded immediate absorption of all unemployed physical education teachers.

He said that present political dispensation has failed on all front and except separate statehood Jammuites have no other option to get their full share. He warned of region-wide agitation in order to get their demands conceded.

The meeting emphasised that physical education must be introduced as a subject from Primary to college level because of its duel importance. The meeting said that first physical education inculcates sense of physical and mental health and secondly its implementation could provide jobs to thousands unemployed physical education teachers.

It was decided that all unemployed physical education teachers will gather in front of Directorate of Youth Services and Sports on August 12 at 11 am to chalk out future course of action.

Sanskrit, Vedic scholar to be honoured by Central Govt

JAMMU, Aug 9: Dr Ganga Dutt Shastri Vinod—one of the top most Vedic scholars of India is being honoured by Mahareshi Sandeepni Vid Vidya Pratishthan, under the Ministry of Human Resources Development, Government of India.

As per a release, Dr Vinod passed his higher examinations from the Hindu University, Varanasi and remained in contact with Mahamana Pt Madan Mohan Malviya—the founder of Hindu University. During his student life, he remained in contact with Mr Radha Krishanan-the then Vice-Chancellor of Hindu University, Varanasi.

Besides, hundreds of research papers on different topics concerned with literature, culture, philosophy and Vedic science, he also wrote atleast 10 books in Sanskrit and 20 in Hindi. Being a student leader of his time he was elected to the University Parliament as student’s representative and the member of Housing Committee of the University.

He was Professor of Sanskrit in different Art Colleges of Jammu and Kashmir and Vedic Professor in Sanskrit College of Jammu and after retirement from College professorship he was appointed as Principal of Sanskrit Degree College Rohru, Shimla.

Presently Dr Ganga Dutt Vinod is free from all his assignments and totally busy in study and writing at his native place, Jammu.

Electronic surveillance along Indo-Pak

NEW DELHI, Aug 9: The Government has approved installation of electronic surveillance equipment in sensitive stretches of the 180 km International Border with Pakistan in Jammu sector, the Rajya Sabha was informed today.

Alongwith fencing and flood lighting, the project is expected to be completed in about one-and-a-half year, Minister of State for Home Vidyasagar Rao said in a written reply.

A total of 452 km of the Indo-Pak border in Punjab and 1,048 km in Rajasthan has been fenced. Certain unfeasible riverine and shifting sand dune areas in Punjab and Rajasthan respectively have been left unfenced.

The Government has also approved fencing of raised embankment along 310 km of Rann of Kutch in Gujarat. Work in a ten km stretch has been completed and the entire projected is expected to be completed in five years. (UNI)

Part-III students seek early decision on ‘unfairmeans’

JAMMU, Aug 9: The Part-III students against whom the ‘unfairmeans’ cases have been registered sought early decision by the University of Jammu ‘either against or in their favour’.

They alleged that the University is spoiling our career by prolonging the decision of the 67 students against whom the cases were registered by the super flying squad of the University in one of the centres at M A Stadium, stated the aggrieved students, who today visited the EXCELSIOR to tell their tale of woes.

They said that in view of the ‘insufficient’ proofs against these students, the University has failed to take the decision even after the declaration of the BA\BSc\BCom Part third results on July 25.

A letter issued by the University to these students before the declaration of the result on July 15 said, "You have copied in question No. 3 from a Photostat material smuggled by you in the examination hall". And these students were asked to report before the committee constituted for this purpose.

Whereas, the affected students said that none of the student was found copying by the members of the squad on that day. The cases were registered only on the basis of a photostat copy of the solved question outside the hall.

They further added that on the same day (English-B paper), the flying squad members had a heated exchange of words with the Principal of the College and to settle the personal score, they have now made the students a party.

However, the students admitted that they were called by the competent authority constituted for this purpose. But, they refused to face the committee one by one as this was the dispute to be settled for all.

When asked why they refused to face the committee one by one, they said, "the University is adopting divide and rule policy, which we would not allow them to do".

Earlier, the sub-committee had received the written reply from the students with regard to the allegations of mass copying. But, the committee when found similar replies from all the students, it handed over the case to competent authority.

Meanwhile, the students have appealed the Chancellor of the University, the Governor, Mr Girish Chander Sexana to intervene personally in the matter and ascertain the facts, so that aggrieved students may not suffer any more.

In a separate handout issued here today, the Secretary, Students Cultural Council, Mr Virinder Singh Babu has criticised the dilly dallying attitude of the concerned committee and urged the members to take the necessary decision without wasting further time.

He added that some of the students have to apply for the Post Graduate courses and as also for the jobs, which they may fail to do in view of the delay.

When contacted the chairman of the competent authority, Prof A N Sadhu said that the the committee authority held its meeting yesterday and examined every thing. The members remained there for three consecutive hours waiting for the students to come and plead their case, but none of them turned up individually.

They were adamant to come in groups instead of one by one. So, to allow the students in groups is against the statues of the University. And ‘we cannot allow them to flout the JU norms".

JAMMU, Aug 9: To express their solidarity with the aggrieved students aspiring to get admission in B A, B Sc, B Com Part I, students of different city colleges today again boycotted their classes and held a demonstration in front of GGM Science College.

The agitating students blocked the Canal Road for more than an hour and also burnt the effigy of Education Minister.

Earlier, a large number of students from MAM, SPMR Commerce and GGM Science Colleges, led by Aakhil Bharatiya Vidyarthi Parishad, assembled in the front of GGM Science College and held a massive demonstration.

Raising slogans against the Education Minister Mr Mohd Shafi Uri, and Commissioner Secretary Education, Sushma Choudhary the protesters were demanding admission to all the aspiring students.

Addressing them, ABVP city secretary Adarsh Kumar alleged that Education Minister was misleading the students by issuing false statement that the Government has sanctioned 900 seat more for the city colleges.

Mr Manjeet Singh, ABVP president of SPMR Commerce College, while addressing, criticised the State Government for its anti-Jammu policies and discriminatory behaviour towards Jammu region.

Another student leader Mr Ranjeet Sharma warned that ABVP would intensify the ongoing agitation if the State Government does not concede their demands.

Meanwhile, the chain hunger strike launched by the aggrieved students at the Shahidi Sathal, GGM Science College, under the banner of Jammu Joint Students Federation entered into third day today.

This morning, Anuj Tandon and Sushma Devi, who were sitting on hunger strike since yesterday morning, were replaced by Sapna Rao, Pardeep Kumar and Sapna Sambyal.

Later, in the afternoon, a large number of students, led by JJSF moved towards the office of Principal GGM Science College and gheroed him to lodge their protest against the admission of some Kashmir migrant students in evening classes. They also forced the closure of camp college classes.

While addressing the students, Mr Rameshwar Singh, joint secretary of JJSF and Mr Sheetal Manhas alleged that Principal of GGM Science College in connivance with the ‘migrant staff’ was trying to create a wedge among the agitating students.

JJSF city colleges president Mr Anuj Tandon and Pushvinder Singh , general secretary, urged the student community to remain united and foil the nefarious design of the Government.

They stressed that the ongoing agitation would remain continue till all the aggrieved student are not accommodated in evening colleges and catchment area scheme is not conceded by the Education department.

Some other student leaders criticised the political leaders from Jammu region for not paying any heed towards the burning problem of Jammu students and alleged that these leaders have sold their souls to the Kashmiri rulers. They urged the people to declare these leaders as ‘Todi Bacchas’ of Jammu.

KATHUA, Aug 9: On the call of Jammu Kashmir Medical Employees Federation, the district unit of the JKMEF observed the dharna on 2nd day today in the premises of Chief Medical Officer Kathua.

The employees and activists from Hiranagar, Parole, Basohli, Billawar participated in the dharna and demanded immediately release of pay dues of the employees.

The dharna was presided over by Mr Balkar Singh president of JKMEF district Kathua who condemned the anti employees role of the authorities.

While addressing the dharna Mr B L Kandley senior vice president of JKMEF district Kathua demanded immediate implementation of order No. HME-48, clearness of DPC of all categories and filling up all vacant posts particular in SDH Hiranagar as the staff of Hiranagar is suffering in their duties due to the shortage of para medical staff and other, to run the work smoothly.

Mr Surinder Kumar, secretary of JKMEF district Kathua stressed upon authorities on the norms of attachment and detachments which has made by the block medical officer's in the district Kathua.

Shah regrets for break in talks on Kashmir

SRINAGAR, Aug 9: Jammu and Kashmir Democratic Freedom Party president Shabir Ahmad Shah has suggested the Central leadership to check the traditional habit of issuing what he said contradictory statements vis-a-vis Kashmir conflict.

Addressing a meeting of the party workers, Shah regretted that the talks between India and Hizbul Mujahideen failed only due to the "rigid" behaviour of the Centre for not holding tripartite talks on vexed Kashmir issue.

He said that no one can ignore any of the three parties— viz India, Pakistan and people of Kashmir while trying to find a solution to the Kashmir conflict.

He termed it most unfortunate on part of the Indian Government not to allow Pakistan to join the parleys as since partition, Pakistan continues to be a party to this issue and it was only in this context that both the nations fought three bloody wars on Kashmir.

Shah was, however, hopeful that there was still chance for the broken peace process to resume if India shunned the rigid attitude. The peaceful solution to Kashmir conflict is not blocked, he asserted.

JKNP asks Centre to curb Pak sponsored militancy

JAMMU, Aug 9: Jammu and Kashmir Nationalist Front has asked the Central Government to curb Pak sponsored terrorism in the State with iron hand, before any dialogue with the militant outfits in Indian part of J&K can prove fruitful.

In a statement issued here today Mr Yash Bhasin, Co-Convenor of JNKF has regretted that the Union Government jumped to the declaration of conditional ceasefire announce on July 24 by Hizbul Mujahideen, a pro Pak terrorist outfit with its headquarter in that country.

The Central Government spread red carpet for the Hizb terrorists who have waged an armed war on the country and indulged in death and destruction killing thousands of innocents and causing untold miseries to the people of Jammu and Kashmir. The conditional ceasefire and offer of tripartite talks was a trap laid by Pakistan for India to put it in wrong in the international sphere as also to create confusion within our country and to demoralize the scurity forces. The Gover handling of entire episode carried a wrong mesage of India's desperation to broker peace even at the cost of country's honour and prestige.

The Hizb has been working in close proximity with ISI and Government of Pakistan and hence a cautious approach to their overtures was needed. Instead the Government of India betrayed confused appraoch by issuing contradictory statements, thus conveying divergent messages.

Instead of betraying desperation to talk to the terrorists and secessionists, the Central Government should take unequivocal stand about having no truck with terrorists until they eschew violence and commit themselves to be part of Indian mainstream and subscribe to Indian constitution. In its place the Union Government should hold parleys with the people at large in all the three regions of the State, belonging of all communities and all sections of society about future political setup of the State to fulfil the urges and aspirations of all the three regions and sub regions in heterogeneous State, Mr Bhasin has said.

The need of the hour is to isolate the terrorists and secessionists and win the confidence of common people through all possible means, Mr Bhasin added.

JAMMU, Aug 9: District Congress Committee Jammu (Urban) celebrated the Quit India Day movement at PCC headquarters Jammu today under the chairmanship of Om Chopra, president DCC-Jammu (Urban).

Mohd Shafi Qureshi, president J&K PCC was the chief guest. The speakers threw light on the importance of this day when Mahatma Gandhi, Jawahar Lal Nehru, Maulana Azad, Moti Lal Nehru and other Congress leaders gave the slogan of "do or die" challanging Britishers to quit India for Independence.

Criticising on the present BJP Government in the Centre, the speakers cautioned the people of J&K and the workers of Congress about the conspiracies being hatched to disintegrate, India and especially J&K at the behest of the imperialist powers. They also were critical about the National Conference Government who are in hand and glove with the BJP Government at the Centre and are bent upon to divide the State by means of giving of Autonomy and regional bifercations.

Speaking on the occasion, Mohd Shafi Qureshi said that the Congress is the oldest party of the country and faced the ruthless behaviour of the British Government by facing the Kalapani jails, by hangings and by severe threats.

Mr Qureshi appealed all the workers to work unitedly to strengthen the Congress who are now to take the reins of the Government very soon.

Prominent among others who spoke and participated included Gulchain Singh Charak, Suman Bhagat, Gurmukh Singh, Hari Singh, Dharam Pal Sharma, Janak Raj Gupta, M N Koul, Parduman Singh, Tara Chand, Laxmi Dutta, Lal Singh, Madan Lal Sharma, Charan Dass.
