Five CRPF personnel presented DGs commendation Disc Excelsior Correspondent JAMMU, Apr 3: Five Centre Reserve Police personnels presented the Director Generals commendation Disc and certificate for distinguished services by the Inspector General of Police, CRPF, Mr Padman Singh in a simple but impressive function held at Group Centre, Bantalab, her this evening. The warded cops including two officers were honoured for displaying conspicuous hardwork, dedication to duties and praiseworthy performance, while performing duties and other assignments, on the occasion of 60th CRPF Anniversary held in December 1999. Those presented awards included Mr P S Daber, Commandant, 74 Bn, Mrs Rakhi Sahi, Deputy Commandant, GC, Bantalab, Ram Avtar Singh, Sub-Inspector, 16 Bn, Narayan Singh, Head Constable, 136 Bn and Gulam Nabi, Constable, presently posted at DIGP office, Jammu. Speaking on the occasion, Mr Padman Singh complemented the recipients of this honour and said that such awards in recognition to the distinguished services boosted the morale of those, who are works with sincerity and dedication in their life. He also recalled and praised one of the awardee, Mr P S Daber, Commandant, who he said was his instructor during his training at Indian Police Academy, Bangalore. Earlier, in his welcome address, Additional DIG, Group Centre, Bantalab, Mr V D Tokas highlighted the significance of these commendation Discs. He impressed upon the CRPF personnel to bring honours to the Force by working with dedication and devotion. Later, vote of thanks was presented by Mr S C Yadav, 2IC. Others, who were present on the occasion included Messrs P P Singh, Commandant, 136 Bn, Nagender Singh, Commandant 34 Bn, Anil Dugal, Commandant 16 Bn and CJS Heera, Commandant 83 Bn. The profiles: Commandant, Mr P S Daber, who belongs to state of Haryana had joined the Force in 1962 as under officer. During his 36 years of service in the CRPF, he rendered his duties in all corners of the country including militancy hit areas and at various training centres in different capacities. Deputy Commandant, Mrs Rakhi Sahi belonged to the state of Tripura and had joined the CRPF at the young of 20 years in 1987. During her 12 years of services with the Force, Mrs Sahi served the 88 Women Battalion, Group Centre, Rabri, 135 Women Battalion and Group Centre, Gandhi Nagar. She played an important role in establishing the 135 Bn. Mrs Rakhi remained in UN mission for 15 months and got appreciations. At present she is posted as Deputy Commandant at Group Centre, Bantalab. Born in a small village of Manpuri in Uttar Pradesh, Sub-Inspector, Ram Avtar Singh joined the Force in 165 as constable. He served the CRPF for 35 years in the different battalions of 30, 27 and 58 in Arunachal Pradesh, Maharashtra, Manipur, Nagaland and Punjab. Avtar Singh is one of those brave cops, who had killed 18 militants in an encounter took place in 1992 at Lal Chowk in Srinagar. A present he is posted with the 16 Bn, where he is known for his honesty and dedication. Head Constable Mr Narayan Singh, who belongs to Kangra in Himachal Pradesh joined the 14 Bn in 1962 as constable. Thereafter, he served in 14, 40 and 96 Bns and fought the militancy and anti-social elements during his postings in various states. His services were also utilised during the Amaranth Yatra in Kashmir, last year. Resident of a tiny village of district Poonch in Jammu and Kashmir, Constable, Gulam Nabi joined the CRPF in 1971. During his service in 23 Bn, Group Centre, Bantalab, AWS-4, range office, Jammu, he was posted in Mizoram, Delhi, Nagaland, Punjab, Arunachal Pradesh and presently in Jammu and Kashmir. In his 30 years service, he got cash prizes for five times and appreciation certificates twice. |
Concern over plight of school buildings Excelsior Correspondent JAMMU, Apr 3: Sanatan Dharam Sabha Bagnoti (Nowshera) has expressed deep concern over the plight of building of GHS Chakjaralan (Nowshera) being constructed by the Rural Development Department, Nowshera. According to a press release issued by the Sabha two rooms of GHS Chakjaralan are under construction which have turned monuments even before roofing. The walls have developed deep cracks and look unfit for bearing the burden of roof. It is a matter of shock that the concerned authorities grinding their own grains by befooting the public, which is evident from the fact that the concerned contractor was found red handed while filling the cracks with cement during night hours on March 28 last and when asked, he told that he had been directed by the concerned authorities to do so for drawing bills from the treasury. According to Secretary Sanatan Dharam Sabha Bagnoti, the two other rooms constructed by this department have also turned unsafe, consequently, the poor students have to sit under open sky because there are only four rooms to run ten classes. Similar is the plight of GMS, Bagnoti (Nowshera). Two rooms constructed by this department during last year have also developed deep cracks and hence, look unsafe, he said. The Sabha has urged the concerned higher authorities to re-construct the walls of GHS Chakjaralans building after demolishing so that the building may stay for sometime. The Sabha has also suggested to make use of bricks instead of boulders in the construction of school buildings in future, because most of the building constructed with stones have turned unsafe. |
Vigilance presents challan against landscape officer Excelsior Correspondent Jammu, Apr 3 : The State Vigilance Organization has produced challan in case FIR No. 60/99 Police Station, Vigilance Organization, Jammu under section 5(2) Prevention of Corruption Act 2006 read with section 161 RPC against Mr Suresh Kumar Bali, Landscape Officer, Parks, Gardens and Floriculture Department, Jammu. The brief facts of the case are that Mr Suresh Kumar Bali, Landscape Officer was arrested by the Vigilance Organization on 15-10-1999 while receiving a bribe of Rs 5,000/- from one Mohammad Farooq Khan. The complainant had lodged a complaint in the Vigilance Organization Jammu alleging that he was running a retail shop in Bhag-i-Bahu market selling soft drinks and that one Mr M K Mahajan who was also running a shop in the same market was found selling some items which were not approved by the Parks, Gardens and Floriculture Department. According to him the shopkeepers were not allowed to sell products other than the one already approved by the department in terms of the agreement executed by the shopkeepers with the department. He further alleged that since his business was being adversely affected by the unauthorised business of Mr M K Mahajan, he approached Mr Suresh Kumar Bali, Landscape Officer of the Gardens, Parks and Floriculture Department Jammu regarding this to restrain Mr Mahajan from selling unauthorised items. Mr Suresh Kumar Bali demanded an amount of Rs 15,000/- from his to restrain Mr M K Mahajan from selling unapproved products. He, however, agreed to pay an amount of Rs 5,000/- as first instalment and the balance amount was agreed to be paid later on. Immediately, on receipt of this complaint case FIR No. 60/99 was registered in the Vigilance Organization, Jammu for detailed investigation. In the course of investigation to trap party accompanied by two independent witnesses apprehended the officer while demanding and accepting Rs. 5,000/- as bribe. He was immediately taken into custody for investigation. The subsequent investigation established the allegations against him and accordingly the case was sent to the Government for accord of prosecution sanction as envisaged U/S 6 of P.C. Act. The Government after agreeing with the conclusion arrived at by the Vigilance Organization accorded prosecution sanction against the officer on 28-2-2000, on receipt of which the challan in the case has been presented in the court of Special Judge Anti-Corruption, Jammu today for judicial determination. |
Panchayat elections after census: Ramzan Excelsior Correspondent JAMMU, Apr 3: The State Government has yet not fixed any time schedule for holding much-awaited Panchayat elections in the State. Replying to a question of Mrs Depinder Kour in the Upper House, Minister of Agriculture and Rural Development, Ch Ramzan said that State Government was committed to hold Panchayat elections in near future. Replying to members question, Ch Ramzan said that Chief Electoral Officer of the State, who is also the Election Authority under J&K Panchayati Raj Act has updated the voter list after inviting objections through a process of summary revision as on January 1, 1999. Regarding delay in holding Panchayat elections, Rural Development Minister said that State Government was forced to postpone the elections due to two successive Lok Sabha polls within a short span of just one and half year. He said that State Government was interested in holding elections in the month of April or June but have to post-pone it due to propose census. He informed the House that after completion of census, elections will be held as early as possible. He said that Chief Minister, Dr Farooq Abdullah, who is very particular in restoring democracy in the local bodies, has decided to hold meeting with different political parties to decided whether the Panchayat elections will held on party basis or not. Ch Ramzan said that all preliminary ground-level works for holding Panchayat elections have been completed and election process would be start as soon as possible. He assured the House that Panchayat elections will be held this year. Later giving reply to the discussion on the working of Agriculture and Rural Development Ministry, Ch Ramzan said that some rural development agencies have been identifying the works which have to be undertaken in the rural as there were no elected Panchayat in the State. Regarding holding of Panchayat elections, Mr Ramzan said that lot of ground works including delimitation of the Halquas, representation for the women folk have been already done. He informed the House that no give 30 percent representation to the women in the local self Government, new act has been framed. He said that in case, 30 percent women failed to get elected in the Panchayat, the State Government would make nomination. Rural Development Minister said that authorities held a meeting in the month of February to issue notification but were forced to postpone due to employees stir. The same was again postponed in March due to examination of the school children. He said that under guidelines, elections could not be held before completion of the census. He, however, informed the House that after completion of the session, the Chief Minister will hold meeting of the all political parties to discuss Panchayat elections. |

Excelsior Correspondent JAMMU, Apr. 3: Sunil Kichloo, 17, son of Shiban Lal Kichloo is reported missing from his residence, 41 2 A, Sector 2, Durga Nagar since March 28. According to his father Sunil had left the house for appearing in the 12 class examination on March 28 and later he rang up his parents that he will stay at his friends residence for night. But since then he did not return. The missing boy is five feet seven inch tall having a fair complexion. He is wearing spectacles, a brown shirt, blue jeans pant and white sports shoe. Any body having any clue of missing boy should either inform his parents or Police Station Damana where an FIR has been registered. |
CM for mass-participation in welfare schemes Excelsior Correspondent JAMMU, Apr 3: Chief Minister, Dr Farooq Abdullah today called for mass participation in successful implementation of various welfare schemes in the State. "The representatives of people have a bounden duty to create awareness among masses and seek redressal of their difficulties," Dr Abdullah said while talking to a group of legislators of Anantnag and Pulwama districts here this morning. The Chief Minister asked legislators to have close rapport with the people and project vigorously the problems of their constituencies in the district development board meetings. Priority should be accorded to the schemes of utmost public importance, he said. Dr Abdullah said he would be taking up the issues like price-hike of various essentials and development needs of the State in Inter-State Chief Ministers' conference. He said unemployment is a vexed problem and the Government was looking for job avenues in private sector all over the country for educated unemployed of the State. He hoped the youth will benefit from information technology, which had tremendous scope all over the world. Besides, Mr Mubarak Gul, those present on the occasion were, Mirza Safer Ali Beg, Syed Abdul Rashid, Mr Abdul Kabir Patha, Mr Abdul Majid Mir, Mr Gul Mohd Rafiqi, Sheikh Rafi, Mr Ghulam Mohi-ud-Din Mir and Mr Mushtaq Ahmed Kutchey. election Excelsior Correspondent JAMMU, Apr 3: First Civil Subordinate Judge Jammu, Mr R S Jain has restrained temporarily Mr S M Bali from operating Account No. 1635 of Hand Ball Association in J&K Bank Branch New University Campus till further order. However court further ordered that this order is subject to objections of the other side. This court order passed in a Civil Original Suit filed by Mr Romesh Chander Mahajan, president J&K Hand Ball Association Jammu through advocate Anil Sethi and advocate M A Almansoor for grant of temporary injuction, for declaring the so called election of J&K Hand Ball Association as null and void none existant and in consequential qua the rights of the plaintiff and as a result of fraud practises by the defendent. Permanent prohibitory injuction restraining the defendent from posing himself as president of the Association or in any other manner interfering or cause to be inteferred with the smooth functioning of the Association and the exercise of powers by the plaintiff as its president. Mr Romesh Chander Mahajan has filed an application for issuance of temporary injuction to temporarily restrain Mr S M Bali from operating the bank account of the Association. Mrs Radha Sharma, Advocate appeared for the defendent S M Bali seeks adjournment to file objection. The court granted adjournment with the direction that she shall file objections on the next date. Advocate Anil Sethi appeared for plaintiff Mr Romesh Chander Mahajan has submitted that defendent be temporarily restrained from operating the Bank Account of Association. Mrs Radha Sharma has submitted that at this stage she has no objection if the prayer regarding the operation of the bank account is allowed upto the next date of hearing and this order is subject to objections. Mr R S Jain First Civil Subordinate Judge Jammu after hearing both the side held that in these circumstances Mr Bali is temporarily restrained from operating Account No. 1635 of Hand Ball Association Jammu till next date of hearing. This order is however subject to objections of defendent. |

Excelsior Correspondent UDHAMPUR, Apr 3: Mr Abdul Majid Mir, MLA, Shangus, Syed Abdul Rashid, MLA, Kokernag, Ghulam Mohi-ud-Din Mir, MLA, Rajpora, Mirza Safdar Ali Beig, MLA, Anantnag and Mir Saif-ullah, MLA, Kupwara have strongly condemned the firing on a peaceful procession in which seven innocent persons were killed and a number of them injured in Anantnag town today. In a joint statement issued here today, all the five MLAs, besides enquiry in the matter, have demanded stern action against those responsible for opening to fire on the procession. They have expressed their sympathies with the bereaved families and prayed for speedy recovery of the injured. |
Cong demands regular supply of power in Jammu Excelsior Correspondent JAMMU, Apr 3: Senior Congress leader strongly urged upon the Government to re-schedule the timings of electric supply in the Jammu region in view of coming summers. The leaders in a meeting strongly pleaded for maximum supply of electricity and ensure atleast 20 to 22 hours regular supply. The leaders also expressed their concern over the hike in the recent increase in cooking gas, kerosene oil, and ration items which are supplied through PDS. Excelsior Correspondent JAMMU, Apr 3: So far, 3016 militants have surrendered before the security forces and the State Police in Jammu and Kashmir. This was disclosed by the Minister of State for Home, Mr Mushtaq Ahmed Lone in reply to a question by Mir Saifullah, NC legislator from Kupwara. Out of these over 3016 surrendered militants, 1813 have been rehabilitated so far and others have been doing various jobs. Without mentioning their names, the Minister informed the House that two former militants after improving their conduct are now members of the Legislative Council at present. "There is another surrendered militants in the Legislative Assembly", he added. The Minister informed that 915 surrendered militants have been appointed as SPOs in the Police department, 812 have been recruited in CRPF and 276 in BSF. In addition, 86 route permits have been issued to these persons. Several concrete steps have already been taken for rehabilitation of surrendered militants in Jammu and Kashmir, the Minister said and added there are some who still need to be brought into national mainstream. Answering a supplementary about alleged hardships to the people by some surrendered militants, the Minister said the Government would take action if specific information is furnished. There are two MLCs, who are surrendered militants and both belong to ruling National Conference party. These include Firdous Syed and Javed Shah. While the lone MLA is Jamshed Sherazi alias Kukka Parrey, who won elections from Sonawari Assembly segment. Mr Saifullah Mir in his supplementary query wanted to know the policy of Government regarding the surrendered militant, which were yet to be rehabilitated. "Their persons are harassing the commoners and steps should be taken to check them". Mr Mushtaq Ahmed Kuchay, NC MLA from Pampore said, "three persons including Nazir Ahmed Bhat, Fayaz Ahmed Lone and Mustaq Ahmed Bhat (code name Sher Khan) had earlier surrendered before the security forces but now had rejoined the ranks of Hizbul Mujahideen (HM)". He demanded strict action against them and several others who were against indulging in militants activities. Replying to Mr Bali Bhagats supplementary that no many militants have been convicted, Mr Lone asserted that they have been challaned in a court of law. |

encroachments,allotments Excelsior Correspondent JAMMU, Apr 3: The Legislat-ive Assembly today witnessed a heated duel of words between Revenue Minister, Mr Abdul Qayoom and former Revenue Minister, Mr Safdar Ali Beig. The discussion started over a joint question of Mr Ghulam Mohi-ud-DIn Mir, Mr Safdar Ali Beig, Mr M Y Tarigami and Mr Dilawar Mir regarding the the allotment of Evacuee Property, Nazool and Auqaf Land. Trouble started when former Revenue Minister, Safdar Ali Beig wanted to know from Mr Qayoom the norms followed while allotting the said land to various person in the State. Mr Beig while taking part in the debate remarked, "I would like to know the exact criterion adopted while allotting this land of EP and Nazool to various persons". Retorting to the statement, the Revenue Minister said, "just set the irony of the situation. Though each MLA has a right to ask various, but the member was earlier only holding the portfolio of the Revenue Department for three consecutive years". "Today, he is requesting me to explain on his behalf", he scoffed. Mr Beig while reacting to the remarks of the Minister stated, "I have not blamed the present Minister for the existing state of affairs. Neither am I holding his responsible for this but I just want to have complete information". Repeating his statement, Mr Qayoom uttered that the members should know better then me. "He was earlier holding the portfolio and not even a single allotment had been made ever since I took over the charge of Revenue Department". "The former Minister should not play to the galleries", he emphasised. "The government has been transparent in its way of functioning and no allotment has been made just on political lines". As per the existing laws, no persons can be allotted land of more than two canals. "For land more than the existing amount,m the matter has to be referred to the State Cabinet and it is only authorized to take a decision in this regard". About 66 kanals and 13 marlas of nazool land in Jammu and about 950 canals of land is under illegal occupation of 1445 persons in Kashmir region. However, eviction proceeding have been initiated. The Department, he added has initiated an exercise to check the legal and physical status of each case and then further proceeding shall be launched against the encroachers. Earlier taking part in the debate, Mr Ghulam Mohi-ud-din Mir stated that thousands of canals of land was under illegal occupation of encroachers. "The Chief Minister also assured the House that all illegal occupants would be evicted during 24 hours. The government should inform as to what has been done in this regard". Mr M Y Tarigami of CPI (M) alleged that the Minister was misleading the House by giving wrong information. "Several high profile politicians in collusion with the officials of the Revenue Department have managed to get several canals of land in their names". Mr Mushtaq Ahmed Kuchai uttered, "how has the Revenue Department allotted to people affiliated with one political organisations, while the MLAs have not even been given a single plot. Even the former Custodian General has got land allotted in his name". |
Militancy extends its dark shadow over Udhampur areas Excelsior Correspondent JAMMU, Apr 3: Five hundred and ninety five militants were killed and 14 apprehended in Udhampur district during the last three years. During this period, 145 civilian and 19 security personnel lost their lives in the militancy related incidents from October, 1996 to end of December, 1999. This information was furnished by the Government in the House in reply to a question by Mr Harsh Dev Singh, PP, legislator from Ramnagar in Udhampur district. In the past three years, 104 encounters took place in Udhampur district. While number of attacks on civilians were 59, the militants targetted their attacks on para-military and Police in 39 cases in the district. Fourteen cases of looting occurred. According to information supplied to the House, 24 bomb blasts took place and 18 cases of kidnaping were reported in the district during the period of last three years. Thirty arsons and two attacks on VDCs/ SPOs occurred. The House was informed that a number of steps are being taken to meet the situation created by militancy. Round the clock patrolling in the area is being undertaken, pickets have been established at important points. Besides, target-oriented operations based on actionable intelligence inputs are being carried out to flush out the militants and curb their activities. Another step taken include the strengthening of the VDCs to check militants movement in far-flung areas the presence of security forces and Police is very thin. |
Kharyal Mahajan Welfare Society constitutes executive committee Excelsior Correspondent JAMMU, Apr 3: The first ever convention of Kharyal Mahajan Welfare Society was held under the chairmanship of its senior most member Mr Krishan Lal Kharyal here today. As per a release, the present members or the head of the families were requested to fill form containing details of the family for reference and records. A general body meeting was also held under the presidentship of Mr Jatinder Kharyal, former MLC. Stage proceedings were conducted by Mr Romesh Kharyal, retired officer from the Medical Department and welcome address was read by Mr Ved Parkash, retired Assistant Commissioner. The stress was laid to awaken the feelings of brotherhood among members of Kharyal Biradari. The importance was also explained for having a "Dev Asthan" for annual congregation and holding of important family rituals at the proposed place of reverence. A sub-committee comprising of six members was also framed to thrash out future programmes and acceptable date for annual congregation. Executive committee was also constituted and office bearers elected by the general body. The officer bearers of the executive committee included, Jatinder Kharyal as president, Virender Kharyal as vice-president, Prof Ram Sawroop as general secretary, Vimal Kharyal as joint secretary, Mohinder Kharyal as treasurer and Arun, Romesh, Nand Kishore, Dinesh, Yash Pal, Raj Kumar, Vimal, Yugal, Kewal Krishan, Chanchal, Vinay, Kamlesh, Sunita, Seema as its members. While demonstrating the enthusiastic workers raised slogans against the PHE authority and the State Government who have failed to concede the long pending, just and genuine demnads of low paid employees viz regularisation of daily wagers those who have completed seven years tenure till March, 2000, two and half days extra pay to the PHE employees in lieu of Sunday and gazetted holidays, modification of SRO 380, fixation of service norms, designation of Khalasies and helpers be changed according to their present assignments, creation of their present assignments, creation of posts of field and operational staff for newly created division, state life insurance policy be made compulsory for all PHE employees, wages of daily wagers be enhanced from Rs 45/- to Rs 100/- per day, promotion of field staff, proper maintenance of GPF accounts and completion of service books/pass books, release with-held wages of daily wagers and all the daily wagers be paid at the rate of Rs 45/- per day. Benefit of SRO 59 at the pattern of PHE Division Doda be extended to all work-supervisors, DPC be conducted monthly, maintenance of tubewell buildings, and pumping stations and circulation of fresh tentative seniority list of staff at all levels. While addressing Mr Bakshi Singh provincial president of the Association has alleged that present Government has failed to concede the genuine demands of the PHE employees. Mr Singh further added that this Government could not regularised even a single daily wager after year 1995 and stressed the Government for immediate regularisation of daily wagers, those who have completed their seven years tenure till March, 2000. Mr Subash Chander provincial general secretary has strongly criticised the State Government for giving stepmotherly treatment to the PHE employees. Mr Ashok Kumar Mohinderoo, Gopal Bakshi, Jang Bahadur, Munshi Ram, Taramani, Gopal Dutta, Vijay Singh, Babu Singh, Lal Chand, Mahatma Singh, Bhagwan Dass, Tilak Raj, Swaran Singh and Amar Singh addressed the gathering. |
